interchange which is the single most important public improvement to be under- <br /> taken in Pleasanton. This will reduce traffic impacts on the community. Fur- <br /> ther, the property at the south end was the least marketable and had the most <br />(y) adverse impact on the City; now with improvements this area can be opened up <br />as marketable property and will have a significant beneficial effect on the <br />CD community. It also makes the park the coherent entity that it is meant to be <br /> from the beginning. <br /> <br /> Mr. Callahan stated that as to specific EIR responses this has been re- <br /> sponded to in the correspondence presented earlier this evening. Finally, the <br /> last unresolved issue relates to the staff's desire to see each site with a <br /> floor area ratio or building land coverage ratio in excess of 40% and be <br /> forced to use parking structures. Conceptually this is a good idea; it opens <br /> up the opportunity to free up additional areas for landscaping and recreation, <br /> etc. He felt by moving the miminum landscape from 25% to 30% that this will <br /> force many sites into the use of parking structures that might not have other- <br /> wise had to do so. However, the typical site grading and paving and landscap- <br /> ing improvements within the service areas associated with the projects have a <br /> cost impact of about $4.50 per square foot of land area. At a time when <br /> Hacienda Business Park currently has almost $4.00 a square foot of public im- <br /> provement bonds assessed against the property they cannot afford to be put in <br /> a competitive position of being required to construct an improvement that no <br /> other developer in Pleasanton has to construct. He felt that time and the <br /> movement of market to high-end office use will accommodate the staff's desire. <br /> <br /> Councilmember Wood asked Mr. Callahan the cost of flood improvements paid <br /> for by Hacienda Business Park, which have greatly reduced the flooding prob- <br /> lems in the North Pleasanton area. Mr. Callahan stated the improvement costs <br /> were approximately $2 million. <br /> <br /> Councilmember Mercer asked about the height of the six story buildings. <br /> Mr. Callahan explained that the height limit is 85-1/2 feet, and that the six <br /> story buildings will actually be 83-1/2 feet. He stated there is a requirment <br /> that the Fire Chief be able to gain access to an operating floor in the build- <br /> ing if the roof is higher than 65 feet. Councilmember Mercer stated he feels <br /> there needs to be guest parking at the hotel-motel site. Mr. Callahan stated <br /> the FAR Table in the staff report is incorrect; there will be 60%, not 40%. <br /> Councilmember Mercer asked Mr. Callahan if it is his understanding of the <br /> Planning Commission's condition that the project not be allowed to go above <br /> 7.3 million square feet until traffic improvements are underway. Mr. Callahan <br /> stated that is correct. He stated this application represents nothing more <br /> than a subdivision map approval and a zoning ordinance that has a hypothetical <br /> allowance for building area that really cannot be built; they are taking the 3 <br /> million square feet which has approved for Phase I and proposing to spread it <br /> over the Phase I and Phase II land area. Councilmember Mercer asked Mr. Cal- <br /> lahan is aware that nowhere in this approval is there any guarantee of sewer <br /> capacity. Mr. Callahan stated he understands that. <br /> <br /> Mayor Brandes stated he felt it is vital that the Stoneridge/I-680 inter- <br /> change be included in the Hacienda Business Park improvements and he is <br /> pleased that it is acceptable to Callahan Pentz and Prudential. <br /> <br /> Mr. Herbert Marshall, 3202 Clifford Circle, an employee of AT&T, stated he <br /> is anxious for this development to happen and feels it will be of great bene- <br /> fit to the City. <br /> <br /> - 8 3-4-86 <br /> <br /> <br />
