Mr. Joe Callahan, Callahan Pentz Properties, reviewed the issues of con- <br />cern of the Planning Commission and the staff recommendations. He stated he <br />agrees to the traffic mitigation condition stating that no more than 7.325 <br />million sq. ft. of building floor area can be constructed within Phase I and <br />Phase II until both Stoneridge Drive 1-680 and Hacienda Drive/I-580 interchan- <br />ges have received final approval and are under construction. He stated he <br />concurs with the condition relative to participation in recreation facilities <br />on a pro rata basis with the balance of the North Pleasanton development. He <br />advised the minimum landscape ratio on Table B1 of the staff report should be <br />30% rather than 25% at several site locations. He stated that the medians at <br />Owens Drive, Hacienda Drive, and Rosewood have been redesigned and widened due <br />to the moving around of the access points. <br /> <br /> Mr. Callahan stated that in an effort to make the project responsive to <br />mixed use they have separately applied for rezoning of Site 27 and 7.4 acres <br />on Owens Drive to High Density Residential which will provide approximately <br />700 additional rental units to serve the mix of employment in the Park. He <br />stated the hotel parking will be increased because of the restaurant, which <br />was inadvertently overlooked. He stated the parking criteria is above the PUD <br />standards for Phase I. He advised the only disagreement with staff relates to <br />parking structure. <br /> <br /> Mr. Callahan presented a written response dated March 4, 1986, in reply to <br />the issues raised in a February 25, 1986, letter from 68 residents to Mayor <br />Brandes and Councilmembers relative to the final Environmental Impact Report. <br />Hestated that all issues raised have been addressed in the Environment Impact <br />Report. <br /> <br /> Mr. Callahan stated he would like to discuss overriding considerations <br />that were not presented in the staff report for the approval of the project. <br />First, he felt it is important to everyone to realize that the Planning Com- <br />mission did an excellent job in revealing the impacts of the project and <br />mitigations of those impacts. Second, the proposed findings do not include <br />questionable overriding considerations as is implied by the correspondence <br />responded to earlier this evening. The fact is Phase II will provide a <br />development compatible with Phase I and will provide significant community <br />benefits such as the expansion of the child care center. It will also provide <br />a major public service in the form of a safety center proposed for Site 54 and <br />contribute by the conversion of its market valuation from its current raw land <br />state to subdivide property and the capability for Callahan Pentz to continue <br />to support the financing of the NPID freeway improvements already committed <br />to. The project represents an obvious aesthetic enhancement of the current <br />view corridor of 1-580 as proposed in the City's draft General Plan. <br /> <br /> Mr. Callahan stated there are additional overriding considerations that <br />are important not just to Hacienda but to the City; the agreement between <br />AT&T and Prudential for the construction of their western regional operation <br />facilities located on Site 59. It will among other things provide market <br />place credibility for Hacienda Business Park. The circulation element of the <br />City is greatly enhanced by the proposed in-tract public improvements by the <br />extension of Owens Drive and Rosewood and other public improvements associated <br />with the project. The funding of the North Pleasanton Improvement District is <br />important; with additional projects Hacienda Business Park will be able to <br />deal with Caltrans, MTC, and California Transportation Commission in a much <br />more coherent fashion to expedite the construction of Hacienda Drive and 1-580 <br /> <br /> 7 - 3-4-86 <br /> <br /> <br />
