After discussion, it was moved by Councitmember Mercer, and seconded by <br />Councilmember Wood, that Resolution No. 86-83, restricting parking on the <br />north side of Tawny Drive between Bernal Avenue and Norton Way from the hours <br />of 9:00 p.m. to 7:00 a.m., be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mercer, Mohr, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br /> <br /> Mr. Daniel Orfila, Second Street, stated that with regard to the recent <br />flood problems the engineering studies done to correct the flooding problems <br />of 1983 were inadequate. He advised that the recent flood affected residences <br />on Second Street; there was considerable damage in this area. He stated that <br />since the City has adequate funds to correct the problem he felt it should be <br />done as soon as possible. <br /> <br />PUBLIC HEARINGS <br />GP-85-4, Application of Prudential Insurance Company of America to amend the <br />Land Use, Circulation, and Growth Management Elements of the General Plan <br />relative to a proposed business park deelopment to be located on an approxi- <br />mately 260 acre site, located generally in the area bounded by Interstate 580 <br />on the north, Tassajara Creek on the east, and railroad tracks of the Southern <br />Pacific Transportation Company and Hacienda Business Park on the south, and <br />Chabot Drive on the west. Zoning for the properties is IG (General In- <br />dustrial/ District <br /> <br />'PUD-.85-8, Application of Prudential Insurance Company of America for rezonin~ <br />from IG (General Industrial) to PUD (Planned Unit Development)-Industrial/ <br />Commercial and Offices District, development plan, and development agreement <br />approval for a business park complex consisting of approximately 4,430,000 <br />square feet of industrial, office, and commercial uses to be located on an <br />approximately 260 acre site, located generally in the area bounded by Inter- <br />state 580 on the north, Tassajara Creek on the east, the railroad tracks of <br />the Southern Pacific Transportation Company and Hacienda Business Park on the <br />south, and Chabot Drive on the west. Zoning for the properties is IG (General <br />Industrial/ District <br /> <br />Consider Certification of Environmental Impact Report- <br /> Mr. Swift presented his report (SR 86:89) dated March 4, 1986, regarding <br />this matter. <br /> <br /> Mayor Brandes declared the public hearing open on these items. <br /> <br /> Mr. Roger Gage, representing Prudential Insurance Company of America, <br />presented a slide presentation regarding the current status of Phase I; the <br />Phase II proposal; an overview of the combined projects; and a summary of the <br />total development. He stated that Phase I has a gross acreage of 578 acres <br />and a net of 487 acres, and is 57% occupied. Phase II has 298 gross acres <br />with a net of 226 acres. He presented the circulation plan showing proposed <br />street patterns. He presented the landscape plan as well as drawings of the <br />proposed entry archway at Hacienda and Stoneridge. He advised that a <br />pedestrian undercrossing is being proposed. He stated the proposed uses for <br />Phase II will include office, hotel-convention center, child care center, and <br />public service center. He concluded his presentation by presenting a land use <br />plan of Phase I and Phase II; and stated there is a total of 876 gross acres, <br />713 net acres, and 11,755,000 sq. feet of buildable space. <br /> <br /> 3-4-86 <br /> - 6 <br /> <br /> <br />
