AYES: Councilmembers Butler, Mercer, Mohr, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br /> <br /> Mayor Brandes appointed Councilmembers Butler and Mercer to serve on the <br />Tri-Valley Wastewater Authority as Pleasanton's representatives. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. Paul Ebright, 5416 Blackbird Drive, stated that some months ago he <br />reuested Council to consider the possibility of the City building a golf <br />course. He asked what consideration has been been given to this matter. <br />Mayor Brandes stated that the City is looking at land that might be used for <br />such a project; an EIR is being prepared at this time and will be considered <br />by the Planning Commission in May, and by Council in June. <br /> <br /> Ms. Sue Olsen, 75 Castlewood Drive, requested Council to take action that <br />would solve the flooding problems at Pleasanton Gardens. She stated this <br />project has been flooded three times in the past three years. She advised she <br />has consulted three engineers in an effort to find a solution to this matter. <br />She presented a map showing the layout of the area and the prevention measures <br />taken by the City three years ago to halt further flooding. She reviewed the <br />possible solutions to the problem as suggested by the consulting engineers. <br />Ms. Olsen requested Council to place this matter at the top of the Capital <br />Improvement priority list and to take immediate action on improvements to <br />resolve the flooding problem. <br /> <br /> ,Mr. Bruce Fiedler, Administrator of Pleasanton Gardens, Inc. 251 Kottinger <br />Avenue, presented his letter dated February 26, 1986, thanking the City per- <br />sonnel for their quick and effective response to the flooding that occurred on <br />the evening of February 18th. He stated the residents of Pleasanton Gardens <br />have had much damage to their apartments and have lost many personal effects; <br />and now they are fearful of further flooding. He stated they would appreciate <br />any assistance available through the City of Pleasanton, otherwide rents may <br />have to be increased to pay for the damage caused by the flood. He advised <br />there needs to be a permanent and comprehensive solution to the flooding prob- <br />lem. He advised that the cost of extracting water and shampooing the carpets <br />totalled $7,000.00. He requested the City assist Pleasanton Gardens in seek- <br />ing any financial aid that might be available for the project and also for <br />personal property. He asked Council to direct City staff to prepare and im- <br />plement a plan to prohibit further flooding; and if it be necessary, to post- <br />pone additional development in the area until the capacity of the stream bed <br />can handle run off from major storms. Council agreed to cooperate with Mr. <br />Fiedler relative to his request for financial assistance and for further <br />studies to eliminate the flooding problem. <br /> <br /> Mr. Frank Belecky, representing the Vintage Hills Homeowners Association, <br />presented a letter from this group requesting parking be restricted on the <br />north side of Tawny Drive between Bernal Avenue and Norton Way from the hours <br />of 9:00 p.m. to 7:00 a.m. <br /> <br /> Councilmember Butler stated the Flair Market parking lot has not been used <br />as originally envisioned; that gravel trucks are parking overnight in the lot. <br />Perhaps if these trucks were not allowed to park there, then there would be <br />more room for others. <br /> <br /> 3-4-86 <br /> - 5 <br /> <br /> <br />
