Four-way Stop Sign at Singletree and Payne Road <br /> Councilmember Wood stated that two accidents have happened at this inter- <br />section in the past year; he felt the four-way stop should be installed for <br />safety reasons. The Traffic Committee has not reviewed this matter. Council- <br />member Butler stated he could not vote in favor of a four-way stop sign at <br />this location until the Traffic Committee has studied the issue and made a <br />recommendation. Mayor Brandes stated he would like to look at the <br />intersection. <br /> <br /> After further discussion, it was moved by Councilmember Wood, and seconded <br />by Councilmember Mercer, that a four-way stop sign be established at Single- <br />tree and Payne Road. <br />The roll call vote was as follows: <br />AYES: Councilmembers Mercer and Wood <br />NOES: Councilmembers Butler and Mohr <br />ABSENT: None <br />ABSTAINED:Mayor Brandes <br /> <br />Formation of a Valley-wide Planninq Committee <br /> Councilmember Mercer stated he has received correspondence requesting <br />Council appointment of a representative to serve on a Tri-Valley General Plan <br />Review Committee. He stated he felt Council needed additional information <br />regarding this Committee before any action is taken. <br /> <br /> Mr. John Innes, Planning Commission, advised that four Planning Commis- <br />.sioners attended the initial meeting at the County regarding this matter. He <br /> stated this matter will be discussed at the next Planning Commission and then <br /> a recommendation will be forwarded to Council for consideration. <br /> <br />Fee Structure Review <br /> Councilmember Mercer requested Council support in asking staff to prepare <br />a report regarding the City's fee structure, specifically how it relates to <br />housing. He suggested that maybe commercial fees could be increased and <br />residential fees decreased. Council concurred with the request, and instruct- <br />ed staff to prepare a report for consideration at the meeting of April 1, <br />1986. <br /> <br />Tree Trimminq <br /> Councilmember Mercer stated he would like to know if there is going to be <br />PG&E tree trimming in Pleasanton. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br />JPA for the Tri-Valley Water Agency Sewer <br /> Councilmember Butler presented the memorandum dated February 27, 1986, <br />regarding this matter. He stated the concerns that he and Councilmember Mer- <br />cer previously had on the JPA have been resolved. <br /> <br /> Mr. Harvey Levine, 4637 Chabot Drive, representing Callahan Pentz Proper- <br />ties, stated he has one concern regarding the JPA as it refers to the 1941 <br />Bond Act and its possible restriction of power. Councilmember Butler stated <br />this bond act was used as a model and there is no intention to restrict power. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Mer- <br />cer, that Resolution No. 86-82, approving the Joint Exercise of Powers Agree- <br />ment establishing the Tri-Valley Wastewater Authority, be adopted. <br />The roll call vote was as follows: <br /> <br /> 3-4-86 <br /> 4 - <br /> <br /> <br />
