stated that there will be a public hearing on February 20, 1986, 7:30 p.m., to <br /> formally determine the bus routes. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. Mark Mittelman, 4352 Camelia, President of the Oak Hill Homeowners <br />Association, stated there is a parking problem in his area caused by Foothill <br />High School students parking on the residential streets. He stated his group <br />has met with school officials but have not had any success in solving the <br />problem. He advised he polled the neighborhood, which consists of 149 homes; <br />93% responded and 95% are in favor of some sort of parking ordinance or park- <br />ing permit program in order to alleviate the problem. He stated he discussed <br />this matter with the Director of Public Works last year; the Director of <br />Public Works recommended that no permit parking program be established. He <br />stated the Police Chief does not want a permit parking program and he felt the <br />decision of the Director of Public Works was made on the Police Chief's recom- <br />mendation. He asked Council's assistance in getting something done relative <br />to this issue, adding that parking ordinances have been successful in other <br />cities. <br /> <br /> Councilmember Mercer advised that the residents across from Amador Hi9h <br />School asked Council to implement a permit parking program in their nei9hbor- <br />hood several years ago, because of the parking problem created by Amador High <br />School. Council implemented the program but after a few weeks the residents <br />requested the program be deleted it caused more inconvenience than it was <br />worth. <br /> <br /> Mr. Bill Cooper, 4333 Camelia, presented a letter from Robert Molinaro, <br />Pleasanton Garbage Service, citing the d~fficulty in picking up trash because <br />of the parked cars in this area, and also the street sweeping problems associ- <br />ated with the parked cars. Mr. Cooper advised that students eat their lunches <br />in cars then pitch out the trash, which never gets swept up. He also present- <br />ed an article that appeared in the Times newspaper, stating that Foothill High <br />School would be used by Chabot College for night classes. The article cited <br />the parking problems and lack of lighting in the parking area. <br />Mr. Cooper requested Council assistance to get this problem relieved. <br /> <br /> After discussion, Mayor Brandes instructed staff to meet with representa- <br />tives of Oak Hilt Homeowners Association and School District officials, to <br />review the problem; and make a recommendation back to Council within thirty <br />days for a solution to the problem. <br /> <br />PUBLIC HEARINGS <br />PUD-85-21, Application of Robert Connolly for rezonin9 from R-1-6500 (Single- <br />family Residential) to PUD (Planned Unit Development)-Medium Density Residen- <br />tial District and development plan approval for a nine-unit, single-family <br />residential project to be located on an approximately 2.4 acre site, located <br />at 306 Neal Street <br /> <br />Consider Adoption of Negative Declaration <br /> Mr. Swift presented his report (SR 86:47) dated February 4, 1986, regard- <br />ing this matter. <br /> <br /> Mayor Brandes declared the public hearing open on the application and the <br />negative declaration. <br /> <br /> 5 - 2-4-86 <br /> <br /> <br />
