General Plan Review Committee. The City of Hayward felt that Pleasanton's <br />General Plan should be firm and that the presentation of a formal proposal <br />regarding this matter should be made to the City of Hayward before further <br />discussions could take place. He advised there are many more lots than the <br />four in question on the Pleasanton Ridge that are in the City of Hayward city <br />limits. Councilmember Mercer suggested that a letter be sent to the City of <br />Hayward advising them that Pleasanton's General Plan should be formally amen- <br />ded by June 15th, and requesting them to place the Ridgeland property in a <br />moratorium until July 1st, to allow time for further discussions regarding <br />this issue. Council concurred that a letter be sent to the City of Hayward <br />relative to this matter. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br />Senior Citizen Housin9 Project <br /> Mr. William Herlihy, Chairman of the Senior Citizen Housing Project, pres- <br />ented their report dated February 4, 1986, regarding this matter. <br /> <br /> Council discussion ensued regarding the number of units to be constructed <br />in the first phase. Mr. Herlihy stated that the Committee felt that the 90 <br />units being proposed in the first phase is a matter of economics rather than <br />architectural considerations; and that this number is flexible and can be <br />changed later. <br /> <br /> Further Council discussion ensued regarding the kitchen area for the proj- <br />ect. Mr. Herlihy advised that the architect felt the kitchen is adequate for <br />the complex only; and any further additions should have their own kitchen <br />facility. <br /> <br /> Councilmember Mercer commended the Senior Citizen Housing Committee on <br />their conservative approach to the project and for the outstanding efforts <br />they are putting forth in this regard. Mayor Brandes added that this is an <br />outstanding committee with exceptional expertise. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Wood, <br />that Resolution No. 86-45, approving the concept of a 220 unit Senior Citizen <br />Housing Project to be constructed in phases with the first phase of approxi- <br />mately 90 units to contain 82 one bedroom units and 8 two bedroom units; au- <br />thorizing staff to proceed with the project development which includes the <br />architectural drawings required to obtain site plan approval; and authorizing <br />staff to proceed with the necessary steps to place a measure on the June 1986 <br />ballot to authorize the construction of the 220 units in accordance with Arti- <br />cle 34 of the State Constitution, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mercer, Mohr, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br /> <br />Task Force on AIDS <br /> Councilmember Wood advised that he recently met with the Task Force on <br />Aids, where it was revealed that AIDS in Alameda County is doubling every four <br />months. <br /> <br />LAVTA Report <br /> Mayor Brandes advised that public hearings have been concluded regarding <br />public input on proposed bus routes in Dublin, Livermore and Pleasanton.
