Operation of Kottinger Place <br /> In response to the City Attorney's memorandum, it was moved by Councilmem- <br />ber Butler, and seconded by Councilmember Wood, directing staff to prepare a <br />proposal regarding the City's operation of Kottinger Place, to be considered <br />by Council within thirty days. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mercer, Mohr, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br /> <br />Tulancin~o Assistance <br /> Councilmember Wood advised that Congressman Pete Stark has agreed to as- <br />sist in Pleasanton's upcoming visit to Tulancingo relative to the problem of <br />getting merchandise across the border to Pleasanton's Sister City. <br /> <br />Proposed Library and City Hall <br /> Councilmember Mercer stated he would like to clarify the actions taken by <br />Council at the meeting of January 21st relative to the consideration of fur- <br />ther options available regarding the City Hall facility, and also whether or <br />not the City Manager had been instructed to proceed with beginning negotia- <br />tions for the purchase of the City and County of San Francisco property. <br />Council advised that while the City is not in a position to commit to any- <br />thing, staff should continue negotiations with the City and County of San <br />Francisco to see what options are available regarding this property. <br /> <br /> Councilmember Mercer stated there is a possibility of the School District <br />property behind City Hall becoming available for purchase. He asked if this <br />matter has been considered. Council concurred that it should be looked into <br />as an alternative for the expansion of City Hall. Council instructed staff to <br />include this option in the alternatives to be set forth by the architect. The <br />City Attorney advised that to include this item would require an amendment to <br />the budget of approximately $2,500.00 for the architectural fees. Council <br />instructed staff to include this amount in the budget, and to advise the ar- <br />chitect to include the school district administration building as an addition- <br />al option in the City Hall facility proposal in his next preliminary plan. <br /> <br />Construction on Ridgelands <br /> Mayor Brandes expressed concern regarding construction taking place on the <br />Pleasanton Ridge that is within the city limits of the City of Hayward and <br />asked if there is any way the City of Pleasanton can prevent further develop- <br />ment in this area. The City Attorney advised that Council could request the <br />City of Hayward to place an interim moratorium on this area for study, and <br />during that study do whatever is necessary to change the zoning to prevent <br />further building. Mr. Swift stated there are approximately four buildable <br />lots on top of the Ridge; two of which already have building permits taken out <br />for construction. He stated the City could request the other lots not be <br />given building permits until after a study is undertaken. <br /> <br /> Councilmember Mercer stated that six to eight months ago, before any <br />building permits were taken out in this area, there was a meeting between Park '* <br />Area Ridgelands Committee, East Bay Regional Park District, and himself to try <br />to negotiate regarding open space. East Bay Regional Park District pulled out <br />of the discussions; they felt the City of Hayward should be involved. Coun- <br />cilmember Mercer advised that he and the City Manager then met with the City <br />Manager and Mayor of Hayward to discuss de-annexation of this area.
