481 <br /> Mr. Bruce Harrington, representing Falcon Development Company, presented <br />his letter dated August 1, 1986, regarding exceptions to conditions of approv- <br />al and long-term growth management approval for the project. He also present- <br />ed cost estimates for the temporary access road, prepared by MacKay and Somps. <br />Mr. Harrington reviewed the revised project plans. He stated he agreed with <br />all conditions except those set forth in his letter presented to Council. He <br />asked that Council address the issue of the long term agreement; and the al- <br />location of one half in 1987 and one half in 1988. <br /> <br /> Mrs. Debbie Wallace, 3548 West Las Positas, representing 1,000 single- <br />family residents of the Meadows, stated they have agreed to an acceptable com- <br />promise; but only if the park is developed first. She stated they prefer a <br />lower density but will settle for the 109 units as long as the park is devel- <br />oped up front before any houses are built. She requested that the park in- <br />clude sprinklers, grass, tot lot, meandering sidewalk, picnic benches, and <br />open space. She stated a neighborhood park would be more appropriate than a <br />community park to fit the needs of this area because of traffic problems and <br />other concerns that a community park would create. Mayor Brandes advised that <br />the Park and Recreation Commission would be charged with development of the <br />park, and he suggested Mrs. Wallace present her comments to that Commission at <br />the appropriate time. <br /> <br /> Mr. Bob Sanchez. 3017 Melbourne Court, stated he is in favor of this proj- <br />ect. He advised his property abuts the subject property and he likes that. <br />He stated he has concerns regarding the emergency access road; he felt it <br />should be a regular city street. He stated'that a chain link fence and gate <br />should be provided .if the road is an emergency access road only. <br /> <br /> Mr. Jeffrey Glickman, 3229 Flemington Court, stated he is i'n favor of the <br />project. He requested that Council, Park and Recreation Commission, and staff <br />proceed as soon as possible to expand the park to a full five acre park. <br /> <br /> No one in the audience spoke in opposition to this item. <br /> <br /> There being no further testimony, Mayor Brandes declared the public hear- <br />ing closed on the application and the negative declaration. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Mohr, <br />that Resolution No. 86-371, determining on the basis of a review of initial <br />environmental study done for this project, that no significant environmental <br />impact would occur as outlined in the City's guidelines and that a Negative <br />Declaration is appropriate in connection with PUD-84-12-1M, application of <br />Falcon Development Company for a major modification to an approved development <br />plan to reduce the number of lots, increase the minimum lot size, and add a <br />neighborhood park in the 21 acre site located at the eastern terminus of West <br />Las Positas Boulevard, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Mercer, Mohr, and Mayor Brandes <br />NOES: None <br />ABSENT: Councilmembers Butler and Wood <br /> <br /> Councilmember Mercer stated he personally felt that a mistake was made <br />when the 150 unit subdivision was granted at the end of West Las Positas; in <br />Council's haste to get West Las Positas Boulevard closed to Livermore, other <br />concerns were overlooked. He thanked the neighbors and the developer for <br />working out a compromise. He advised he favors a 40% FAR, and feels the park <br /> <br /> - 6 8-5-86 <br /> <br /> <br />
