431 <br />AYES: Councilmembers Butler, Mercer, Mohr, and Mayor Brandes <br />NOES: None <br />ABSENT: Councilmember Wood <br /> <br />AP-86-07 Appeal of a decision of the Design Review Board denying the applica- <br /> ~ dis for design review approval to construct an addition to an <br />tion of ed Mavri <br /> and two second-f~oor apartment units and related <br />~acilities, located at 61~ Main Street. Zoninq for the property is CC (Cen- <br />tral Commercial} District <br /> Mr. Swift presented his report (SR 86:282) dated July 1, 1986, regarding <br />this matter. <br /> <br /> Mayor Brandes declared the public hearing open on this item. <br /> <br /> Mr. Jack 8ras, Architect, representing Mr. Mavridis, stated this applica- <br />tion was denied by the Design Review Board because they had concerns over the <br />lack of off-street parking, access to the parking lot, and the possible future <br />integration of this small parking lot into a larger, more usable off-street <br />facility. He stated that the other three property owners affected by the pos- <br />sible creation of a parking lot are opposed to a larger off-street facility; <br />and that this matter has been discussed before and has not come to fruition. <br />He stated the proposed development will enhance the downtown area because of <br />the unique project. He advised that the Mavridis' have contributed to the <br />vitality of downtown, the proposal is legal and in conformance with the plan- <br />ning ordinance, it does not require a Variance, and will add shopping and <br />apartment units in a needed area. Mr. Bras asked for relief from the land- <br />scaping condition, stating that planters and raised curbs may create a <br />drainage problem. He asked to be able to work with staff for a suitable solu- <br />tion to the landscaping plan. He requested that condition 9, related to <br />moving the PG&E meters, be removed. He advised that PG&E has requested the <br />meters be left where they are presently located; it would be a difficult pro- <br />cess to move them. <br /> <br /> Ms. Angie Congess, 622-1/2 Main Street, stated she does not see any prob- <br />lem with this project; and there is no problem with parking. <br /> <br /> Mr. John Kolln, 119 Neal Street, owner of property subject to be affected <br />by the creation of a parking lot, stated that any parking lot that would ad- <br />versely impact Mr. Mavridis would be wrong. He stated he is opposed to the <br />creation of a parking lot, and in favor of Mr. Mavridis' project and felt he <br />should be able to construct it. <br /> <br /> Mr. Milton Boody, 276 Spring Street, stated he is in favor of this proj- <br />ect, and wants to be one of its occupants. He urged favorable consideration of <br />this matter. <br /> <br /> Mr. A1 Bronzini, owner of the Furniture Market, 719 Main Street, stated <br />that speaking as a local businessman and property owner, the issue of a few <br />parking spaces seems to be small when compared to what can be accomplished <br />with the proposed project. He stated he has seen the plans and found them to <br />be very pleasing; the plaza will be a nice asset and the added retail will be <br />a great contribution to downtown Pleasanton. He added that he is a member of <br />the Downtown Association and actively involved in the downtown beautification <br />program. He stated this is an incredible opportunity to develop this area of <br />downtown. <br /> <br /> - 7 7-1-86 <br /> <br /> <br />
