425 <br />He advised that Falcon Development Company has been working with Council, City <br />staff and the neighbors to find a solution to the problems; they are now pro- <br />posing a 110 unit development with a park. These changes to their approved <br />PUD zoning application constitute a major modification, therefore this matter <br />will have to be reviewed by the Planning Commission before further consider- <br />ation by Council. Mr.-Swift advised this matter. could be reviewed by the <br />Planning Commission at their meeting of July 23, 1986. <br /> <br /> Mr. Bruce Herrington, representing Falcon Development Company, stated he <br />understands the necessity for this matter being referred back to the Planning <br />Commission; he requested that the item be fast-tracked as much as possible and <br />that he would submit revised plans to the Planning Department for consider- <br />ation at their July 23rd meeting. He requested assurance from Council that if <br />the process results in an approved plan by the Planning Commission, and with <br />the surrounding property owners concurrence, that he could immediately come <br />back for application of the growth management program for the project for <br />1987-88. Mr. Herrington advised that he is meeting with the neighbors at <br />Fairlands School before the July 23rd Planning Commission meeting to review <br />the revised plan with them. <br /> <br /> Mr. Tom Wallace, 3500 West Las Positas Boulevard, asked about the R-1-6500 <br />zoning and what the exact disposition of that is. Mayor Brandes advised that <br />this matter will be acted on by Planning Commission. <br /> <br /> After further discussion, Mayor Brandes declared the Falcon Development <br />Company revised project at the eastern end of West Las Positas Boulevard re- <br />ferred to the Planning Commission for their review and recommendation at the <br />July 23, 1986 meeting, and consideration by Council at their meeting of August <br />5, 1986. <br /> <br />Vandalism near Sports Park and Blackbird Way <br /> Council b Butler stated he has received several calls regarding van- <br /> mere er <br />dalism in the passage between the Sports Park and Blackbird Way. He requested <br />staff to investigate putting lighting or controlled access in this area to <br />eliminate the problem. Mrs. Bengtson advised she is aware of the problem in <br />this general area and has the Police Department looking into the problem. She <br />stated she would look into lighting and its affect on surrounding homes. <br /> <br /> Councilmember Mercer requested that the bridge rails be repainted as there <br />are obscene words written on them that are offensive. <br /> <br />1/2 Cents Sales Tax for Rail Service <br /> Councilmember Mohr stated she attended an Alameda County Transportation <br />meeting last Friday at which time it was discussed whether or not whatever <br />rail system is proposed for the Valley should be under the jurisdiction of <br />BART or if a Joint Powers Agreement with the Livermore Amador Valley Transit <br />Authority should be implemented. She advised that the three Valley represen- <br />tatives strongly recommend that a JPA with LAVTA be implemented regarding this <br />matter. She requested that the Mayors of Alameda County take this same posi- <br />tion at the Mayors' Conference on July 2, 1986. <br /> <br />Del Valle Parkway Medians <br /> Mayor Brandes asked what is the responsibility of the City regarding land- <br />scaping and maintenance of the medians on Del Valle Parkway. Mr. Walker ad- <br />vised that landscaping is a part of the project, the project has not been ac- <br />cepted yet, and he will investigate this matter. <br /> <br /> 4 - 7-1-86 <br /> <br /> <br />
