this development in recent months by the citizens committee, City Staff, and <br /> architect. He advised that the report from Eden Housing was considered by the <br /> Committee, it is a comprehensive plan and will provide services for senior <br /> citizen housing. He stated he did not feel there is need for further review <br /> by the Committee of the project; if Council wanted this done they should give <br /> the Committee some specific direction as to what should be reviewed. He con- <br /> cluded by stating he felt the plan is a good one and will provide adequate <br /> service for the senior citizens housing project. <br /> <br /> Mr. Bill Jamieson, member of the Senior Citizens Housing Committee, stated <br />he concurred with the remarks of Mr. Herlihy. He stated that in visiting <br />various senior citizen projects, they were advised it is essential, both emo- <br />tionally and physically, that residents get out of their rooms and have meals <br />with other people; this social contact is important to their well being. He <br />felt congregate care should include two to three meals per day and there needs <br />to be more cost studies done to determine whether or not this will be <br />feasible. He stated there is need for direction from Council regarding con- <br />gregate care. He stated he is concerned about the lack of shady places for <br />seniors to sit, and about having to come out in bad weather to go to the <br />dining room. <br /> <br /> Mayor Brandes asked what decision should the City Council make to get the <br />project going. Mr. Herlihy urged approval of the site plan application as <br />presented tonight. He advised that congregate care is a minimum of two meals <br />per day for all residents; that maid and laundry services are extras. <br /> <br /> Mr. Trusdale stated that many hours were spent in trying to come up with <br />the best plan possible for the senior citizen project and as directed by City <br />Council. <br /> <br /> Mr. Walker stated that the project as presented allows as many options as <br />possible available to Council regarding all aspects of the project. <br /> <br /> After further Council discussion, it was moved by Councilmember Mohr, and <br />seconded by Councilmember Wood, authorizing submittal of the site plan ap- <br />plication for the Senior Citizen Housing project to the Planning Department. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mercer, Mohr, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br /> <br />Library Committee Report <br /> Mr. Keith Wardin, representing the Library Committee, reviewed the work <br />done by the Committee over the past year and one-half. He advised that a <br />financing method has recently been suggested for construction of the library <br />but that timing is critical. <br /> <br /> Mr. Bob Gorlow, volunteer consultant for the Library Committee, stated the <br />Committee had the charge to investigate the construction of a new library <br />building for the City; a library that would handle the needs of the City for <br />twenty years, a memorable building, and to plan enough space to provide normal <br />library services. He reviewed the various proposals that have been considered <br />and stated that a compromise has been reached. He advised that a library of <br />30,000 sq. ft., would adequate provide services for the City. He stated that <br />any smaller building would not be appropriate.
