385 <br />The roll call vote was as follows: <br />AYES: Councilmembers Mercer, Mohr, Wood, and Mayor Brandes <br />NOES: Councilmember Butler <br />ABSENT: None <br /> <br /> Councilmember Mercer requested that a copy of the draft ordinance be made <br />available to the Chamber of Commerce for their review before the meeting when <br />this ordinance is considered. <br /> <br /> Councilmember Mohr requested that the sprinkler ordinance be reconsidered, <br />with reference to requiring sprinklers in bedrooms. After discussion, Council <br />agreed to reconsider this matter. <br /> <br /> Councilmember Wood stated that use of the volunteer fire siren created <br />fear among residents because they do not know the type of emergency. He re- <br />quested a report from staff relative to alternate means of summoning volunteer <br />fire personnel. <br /> <br /> Mayor'Brandes requested that the Park and Recreation Commission look into <br />the possibility of having first aid and a pay phone available on the premises <br />of the soft ball areas of the Sports Park. <br /> <br /> Councilmember Wood requested that consideration be given for EMT training <br />for appropriate personnal associated with City parks. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br />Senior Citizen Housing Report <br /> Mr. Tim Trusdale, Eden Housing, and Project Developer for the proposed <br />senior citizen housing project, presented his report dated June 10, 1986, <br />recommending that Council authorize the submittal of the site plan application <br />to the Planning Department for the project. <br /> <br /> Council discussion ensued regarding parking, rental rates, elevation of <br />the southern part of the development, covered walkway between independent <br />units and dining area, congregate and intermediate care, various options to <br />provide meals, amount of subsidy available, etc. <br /> <br /> Mr. Bill Herlihy, member of the Senior Citizen Housing Committee, present- <br />ed his memorandum dated November 21, 1985, outlining requirements for a senior <br />citizens housing development. He stated he felt the proposed senior citizen <br />housing project is a good plan but it does not meet all the requirements as <br />set forth in his memorandum. He stated he has concerns regarding traffic <br />within the project, security, and congregate care. He advised the proposed <br />plan is acceptable to the Committee. <br /> <br /> Ms. Betty Nostrand, member of the Senior Citizens Housing Committee, <br />stated she felt the plan presented to Council is a good one. She asked for a <br />definition of congregate care. Mayor Brandes stated that congregate care was <br />something less than intermediate care. Councilmember Mohr stated her defini- <br />tion of congregate care included meals, maid service, and medical supervision <br />for taking medicines. Ms. Nostrand stated the plan as presented can handle <br />these services. <br /> <br /> Mr. Martin Inderbitzen, 62 W. Neal Street, stated this project has been in <br />the formative stages for many years, and that the Chamber of Commerce gave <br />birth to this non-profit group.
