349 <br /> Mr. Okamura presented his report (SR 86:197) dated May 20, 1986, regarding <br />this matter. <br /> <br /> Mr. Dan Curtain, Attorney representing the applicant, stated he supports <br />the staff report. <br /> <br /> Mr. Larry Messa, 3464 Foothill Road, stated he supports the annexation. <br />He asked if he would be allowed to keep animals as he does now. Staff advised <br />that the property is zoned "A", which would allow him to retain his animals. <br /> <br /> Councilmember Mercer asked if all property owners in this area were <br />notified and had agreed to this annexation. Mr. Curtain stated his office had <br />called each property owner and there were no objections voiced, however, he <br />did not receive written consent. <br /> <br /> Councilmember Mercer stated he felt the City should contact the property <br />owners. He advised that LAFCO would have difficulty in approving the applica- <br />tion as it is now.
