Councilmember Wood stated he would like to change his No vote to Aye, after further review of the application and public input. There being no further testimony, Mayor Brandes declared the public hear- ing closed. It was moved by Councilmember Wood, and seconded by Councilmember Mohr, that Resolution No. 86-209, denying AP-86-03, appeal by the City Council of a decision of the Board of Adjustment, and after making the required findings for approval of a variance, approve the application of James McDowell for a Variance from the Ordinance Code to allow for the subdivision of a parcel without the required frontage on a public street located on an approximately 15,500 sq. ft. site located at 435 Neal Street, subject to the condition that the land be subdivided substantially as shown on Tentative Parcel Map No. 4807, be adopted. Mayor Brandes declared the public hearing open on the application and the negative declaration. Mr. Bozidar Rajkovski, Architect representing the applicant, presented renderings showing the plan and design of the proposed project. He stated there would be one entry and one exit for security purposes and that there would be a residential manager living close to the entrance. He elaborated on the construction, color, and landscaping for the development. Ms. Kathy Straub, 11828 Dublin Boulevard, representing Public Storage, stated they concur with the conditions of approval presented in the staff report. No one in the audience spoke in opposition to the application or negative declaration. There being no further testimony, Mayor Brandes declared the public hear- ing closed. It was moved by Councilmember Butler, and seconded by Councilmember Mer- cer, that Resolution No. 86-210, determining on the basis of a review of ini- tial environmental study done for this project, that no significant environ- mental impact would occur as outlined in the City's guidelines and that a negative declaration is appropriate in connection with PUD-86-3, application of Public Storage, Inc., for rezoning from CS (Commercial Service) District to 6 - 5-6-86
