305 Foothill Road and Old Dublin Canyon Road (Intro. 11-18-86, 4-Ayes/ Mayor Mercer stated that Ordinance No. 1288 was introduced on November 18, 1986, by a vote of 4-Ayes, and that it was now in order to consider further testimony on the item. Ms. Margaret Tracy, representing Preservation Area Ridgelands Committee, stated there is a question regarding the adequacy of the negative declaration relative to growth inducing issues. She asked how City services will be pro- vided to this area. She felt this prezoning application should have been re- ferred to the East Bay Regional Park District for their review and recommenda- tion. She stated she felt this entire property should be included in the City's study of the ridgelands area. She advised the Panganiban property is under the Williamson Act, therefore could not be included tn this prezoning application. Mr. MacDonald advised that Council could approve the remaining properties and he would research to status of the Panganiban property and present a re- port at the meeting of December 16, 1986. Mr. Frank Nu, owner of property on the Ridgelands, stated he felt this is a matter for the City to decide, not the East Bay Regional Park District or any other agency. He felt it is dictatorial for any other agency to determine how lands in this area will be dealt with. He urged Council to take what ac- tion makes sense for Pleasanton. After discussion, it was moved by Councilmember Brandes, and seconded by Councilmember Butler, that Ordinance No. 1288, approval of RZ-86-11, applica- tion of the City of Pleasanton to prezone the Ferreri property to PUD (Planned Unit Development)-High Density Residential; the Westbrook, Church of Christ, Styles and Lester parcels to Agriculture; and the Kolb parcels to R-1-20, lo- cated on both sides of Old Dublin Canyon Road, generally in the area approxi- mately 4,800 feet west of the intersection of Foothill Road and Old Dublin Canyon Road, and omitting the Panganiban parcel from this ordinance, be adopted. The roll call vote was as follows: AYES: Councilmembers Brandes, Butler, Mohr, and Mayor Mercer NOES: None ABSENT: None Mayor Mercer declared the second reading on the prezoning of the Pangani- ban parcel continued to the meeting of December 16, 1986, 8:00 p.m., in the Pleasanton Council Chambers.
