307 <br />thereof, amending Chapter 7.12, dog licenses relating to term of license, be <br />introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Mohr, <br />that ResolUtion No. 86-566, amending dog license fees, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />Request for Extension of Development Deferment Agreement Deer Oaks <br /> Mr. MacDonald presented his report (SR 86:517) dated November 25, 1986, <br />regarding this matter. <br /> <br /> Mr. Art Dunkley, 205 Main Street, stated that since there are individual <br />property owners, it is difficult to determine when construction will take <br />place. He requested that conditions Nos. 3 and 4 be deleted from the staff <br />report regarding processing fee and waiver of right to contest expiration of <br />all remaining permits. <br /> <br /> After considerable discussion, it was moved by Councilmember Brandes to <br />approve the request for extension of Development Deferment Agreement to Novem- <br />ber 16, 1987, and deleting Conditions No. 3 and 4 as recommended by staff. <br /> <br /> The motion died for lack of a second. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Mohr, <br />that Resolution No. 86-567, approving the request for extension of Development <br />Deferment Agreement - Deer Oaks, subject to the following conditions: (1) that <br />the City Council accept the application for a development deferment agreement <br />as timely filed; (2) that the City Council extend the expiration date of the <br />four unused sewer permits which were scheduled to expire on 11/16/86 to 11/16/ <br />87; and (3) that the developer waive any rights to contest expiration of all <br />remaining permits from the Deer Oaks project should they expire on 11/16/87, <br />be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />Implementation of Chapter 685 and 1987 Statutes Relating to Time when Building <br />Permit Fees are Due <br /> Mr. MacDonald presented his report (SR 86:518) dated November 25, 1986, <br />regarding this matter. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember But- <br />ler, that Ordinance No. 1292, to be read by title only and waiving further <br />reading thereof, deferring imposition of the City's residential construction <br />tax until final inspection, be introduced and adopted as an urgency measure. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, and Mayor Mercer <br /> <br /> 12 - 12-2-86 <br /> <br /> <br />
