263 <br />point approximately 3,350 feet northeasterly of that intersection, subject to <br />the conditions listed in the Planning Commission staff report dated October <br />22, 1986, be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />PUD-86-15, Application of Earl Adams, Bob Combs, and William Skinner for <br />development plan approval for a 15 unit single-family residential development, <br />to be located on an approximately 10 acre site located approximately 400 feet <br />west of Martin Avenue between Mohr Avenue and Cameron Avenue. Zoning for the <br />property is PUD (Planned Unit Development)-Low Density Residential District <br /> <br />Consider Adoption of Neqative Declaration <br /> Mr. Swift presented his report (SR 86:496) dated November 18, 1986, regrd- <br />ing this matter. <br /> <br /> Mayor Mercer declared the public hearing open on the application and the <br />negative declaration. <br /> <br /> Mr. William Hirst, 235 Main Street, Attorney representing the applicants, <br />stated they concur with the staff report with the exception of condition No. <br />1.a which allows for a total of 7 lots on the Skinner property. He advised <br />that they request 8 lots be allowed on this parcel; eight lots comfortably <br />satisfy the 25,000 square foot lot size. He presented a layout of the pro- <br />posed development, stating it is a unique project. <br /> <br /> No one in the audience spoke in opposition to this item. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing <br />closed on the application and the negative declaration. <br /> <br /> Councilmember Brandes stated he had been in contact with Messrs. Fazzari <br />and Selway, who express support of the Planning Commission action. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember But- <br />ler, that Resolution No. 86-538, determining on the basis of a review of ini- <br />tial environmental study done for this project, that no significant environ- <br />mental impact would occur as outlined in the City's guidelines and that a <br />negative declaration is appropriate in connection with PUD-86-15, application <br />of Earl Adams, Bob Combs, and William Skinner for development plan approval <br />for a 15 unit single-family residential development, to be located on an ap- <br />proximately 10 acre site located approximately 400 feet west of Martin Avenue <br />between Mohr Avenue and Cameron Avenue, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Councilmember Brandes stated he supports the Planning Commission action <br />relative to this application. <br /> <br /> After discussion, it was moved by Councilmember Butler, and seconded by <br />Councilmember Mohr, that Ordinance No. 1286, to be read by title only and <br />waiving further reading thereof, approving PUD-86-15, application of Earl <br /> <br /> - 8 11-18-86 <br /> <br /> <br />
