This allows a unique opportunity <br />for people in the community to step up and volunteer for a position that they <br />do not want to run for. Just because they choose not to run for the position <br />does not mean they are not worthy to fill the City Council seat. He advised <br />that a special election could not be held until March, and probably a campaign <br />process would not begin until after the holidays. Mayor Mercer felt that ap- <br />plications should be received from those persons interested in filling the <br />vacant Council seat, these applicants would be interviewed by Council, and if <br />a person is not selected from this group, then a special election can be <br />called. He stated he does not support the reappointment of Walter Wood. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Mohr, <br />that Walter Wood be appointed to fill the vacant term of Mayor Mercer, said <br />term being two years to expire November 1988. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler and Mohr <br />NOES: Councilmember Brandes and Mayor Mercer <br />ABSENT: None <br /> <br /> Councilmember Brandes stated the electorate voted to have an elected mayor <br />and they should have the right to select a councilmember to fill the vacant <br />seat created by the election of the mayor. <br /> <br /> It was moved by Councilmember Brandes to hold a special election to fill <br />the unexpired two year term created by the mayoral election. <br /> <br /> The motion died for lack of a second. <br /> <br /> It was moved by Mayor Mercer, and seconded by Councilmember Mohr, that <br />Resolution No. 86-536, determining that the City Council open the process for <br />appointment as Councilmember, accept applications until 5:00 p.m., on November <br />25, 1986, and after interviews are held, appoint a candidate to fill the unex- <br />pired two year term on the Council; however if a suitable candidate cannot be <br />selected then hold a special election on March 3, 1987, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, and Mayor Mercer <br />NOES: Councilmember Brandes <br />ABSENT: None <br /> <br /> After discussion, Council determined to interview candidates on the Coun- <br />cilmember seat on November 29, 1986, beginning at 9:00 a.m. Mayor Mercer in- <br />structed staff to advertise in the normal fasion regarding this matter, and to <br />emphasize that a candidate must be a resident of Pleasanton and a registered <br />voter. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Councilmember Butler stated that in conjunction with Council action taken <br />at the meeting of November 11, 1986, the City of Livermore has been invited to <br />join the Tri-Valley Wastewater Authority, and that a formal amendment will be <br />presented to Council for action in the near future. <br /> <br /> Mayor Mercer stated that the meeting between Falcon Development, property <br />owners, City staff, and himself has been concluded and all building code <br />violations have been taken care of by the developer.
