257 <br /> Mr. George Gunther, 1805 Greenwood Road, urged that Council hold a special <br />election. He stated that if this was not done, then the appointment should be <br />made to someone who ran in the last election. <br /> <br /> Mrs. Margo Tarver, 1144 Arak Court, stated an important part of democracy <br />is the right to vote and the responsibility that goes with it. She stated <br />that Council has an obligation to allow the people to have the right to vote. <br />She advised that many people in Pleasanton did not feel their views were rep- <br />resented on the last Council. She felt it was prudent for Council to consider <br />a candidate from the last election to fill the vacant seat; if a person did <br />not have time to run for City Council then he probably would not have the time <br />to be a Councilmember. She beseeched Council to look into their hearts, <br />search their conscience, and do what is right for the community. <br /> <br /> Mr. Ben Tarver, 1144 Arak Court, stated he would love to have the oppor- <br />tunity to run for Councilmember in a special election. He advised he wants to <br />serve on the City Council. He felt the results would be different in the next <br />election. He urged Council to hold a special election to fill the vacant <br />seat. <br /> <br /> Mr. Jack Hovingh, 4250 Muirwood, stated the decision to appoint or to hold <br />a special election is up to the City Council. He advised the Governor makes <br />appointments for defeated candidates such as Rose Bird. He stated that spe- <br />cial elections are usually low turn out of voters. He felt the money neces- <br />sary to hold a special election could be better used for City services. He <br />stated it is important to have a full Council as soon as possible. He sugges- <br />ted that to keep this problem from happening in the future, that it be deter- <br />mined before the first election how such a vacant seat will be filled. <br /> <br /> Councilmember Brandes stated he strongly supports a special election. He <br />stated there are two years remaining on Mayor Mercer's vacant Councilmember <br />seat and he felt the people should determine who fills the seat. He stated <br />allowing the people to vote would obsolve Council of any disenfranchisement or <br />accusation of unfair process. He stated that four members can carry on in the <br />interim until a special election can be held. <br /> <br /> Councilmember Butler stated that irregardless of how the vacancy is filled <br />it is important to have different personalities and opinions. He stated Coun- <br />cil has an opportunity to satisfy both methods of filling the vacant Council <br />seat; by appointing the second highest vote getter, Walter Wood. <br /> <br /> Councilmember Mohr stated she has admired Walt Wood on both the Planning <br />Commission and City Council and strongly supports his reappointment. She- <br />stated that while a special election has a great deal of appeal, usually the <br />voter turn out is very low. She advised that one of the reasons Council elec- <br />tions are held in November instead of April is to solicit a greater voter par- <br />ticipation. She stated she has some concern about the costs to hold a special <br />election. She felt the appointment of Mr. Wood would address the community's <br />concerns very well. <br /> <br /> Mayor Mercer stated the comments made this evening are valid; and that <br />credibility hit home the most. He felt the democratic system has a lot of <br />checks and balances; one of the checks and balances allows governmental fig- <br />ures to make appointments. This City Council is allowed to make appointments, <br />and Council does have integrity. He stated Council has not been unanimous on <br />many of the important issues that face the City, and that is healthy. He felt <br /> <br /> 5 - 11-18-86 <br /> <br /> <br />
