239 <br /> 1986, by a vote of 4-Ayes, l~No, and that it was now in order to adopt the <br /> ordinance. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Mohr, <br /> that Ordinance-No. 1279, amending regulation of massage establishments and - <br /> services to allow home therapy treatment, be adopted. <br /> The roll call vote was as follows: <br />AYES: Councilmembers Mercer, Mohr, and Wood <br />NOES: Mayor Brandes <br />ABSENT: Councilmember Butler <br /> <br /> REPORTS OF BOARDS AND COMMISSIONS <br /> There were no reports of Boards and Commissions presented at this meeting. <br /> <br />REPORTS OF THE CITY MANAGER <br />Surplus 1957 GMC Fire Engine <br /> Mr. Walker presented his report (SR 86:454) dated October 28, 1986, <br />regarding this matter. <br /> <br /> It was moved by Councilmember Wood, and seconded by Councilmember Mercer, <br />that Resolution No. 86-508, after determining that the 1957 GMC Fire Engine is <br />no longer needed by the City of Pleasanton therefore is surplus property, ap- <br />prove the donation of this vehicle to Pleasanton's Sister City, Tulancingo, <br />Mexico, for use in alleviating fire emergencies, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Mercer, Mohr, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: Councilmember Butler <br /> <br /> Mayor Brandes instructed staff to transmit a letter to the Mayor of Tulan- <br />cingo regarding further instructions on getting the vehicle across the border. <br /> <br />North Pleasanton Improvement District No. 3 - Resolution of Intent and Setting <br />and Public Hearing (AD 1986-9) <br /> Mayor Brandes declared this item removed from the agenda at the request of <br />staff. <br /> <br />REPORTS OF THE CITY ATTORNEY <br />Repeal of the School Impact Fee <br /> Mr. MacDonald presented his report (SR 86:445) dated October 15, 1986, <br />regarding this matter, stati'ng this fee has been preempted by state <br />government. <br /> <br /> It was moved by Councilmember Mohr, and seconded by Councilmember Wood, <br />that Ordinance No. 1282, to be read by title only and waiving further reading <br />thereof, repealing Ordinance No. 1267 regarding residential school impact <br />fees, be introduced. <br />The roll ca]] vote was as follows: <br />AYES: Councilmembers Mercer, Mohr, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: Councilmember Butler <br /> <br />Memorandum Regarding Miscellaneous City Council Election Issues <br /> Mr. MacDonald presented his report (SR 86:447) dated October 28, 1986, <br />regarding this matter. <br /> <br /> i 12 - 10-28-86 <br /> <br /> <br />
