Zoning for <br /> the property is PUD {Planned Unit Development}-industrial/Commercial and <br /> Offices District <br /> Mayor Brandes declared the public hearing Open on this item, and continued <br /> it to the meeting of November 18, 1986, 8:00 p.m., in the Pleasanton Council <br /> Chambers, at the request of the applicant. <br /> <br /> PUD-86-11, Application of Valley Memorial Hospital for rezoning from "P" <br /> {Public and Institutional} to PUD {Planned Unit Development}-Public and In- <br /> stitutional District and development plan approval for an approximately <br /> 488,000 square foot medical center complex consisting of offices, behavioral <br /> medicine, skilled nursing, residential, acute/ambulatory care, and related <br /> facilities to be constructed in four phases, to be located on an approximately <br /> 27.7 acre site, located at the northwest corner of the intersection of Santa <br /> Rita Road and West Las Positas Boulevard <br /> <br /> Consider Adoption of Negative Declaration <br /> Mr. Swift presented his report (SR 86:419) dated October 7, 1986, regard- <br /> ing this matter. <br /> <br /> Mayor Brandes declared the public hearing Open on the application and the <br /> negative declaration. <br /> <br /> Mr. Bob Fish, Chief Executive Officer for Valley Memorial Hospital, pres- <br /> ented a comprehensive plan for a proposed medical complex to be developed in <br /> phases. He gave the history and background information relative to this proj- <br /> ect. He stated the Certificate of Need process has been modified in the last <br /> three years and will expire January 1987. He presented the total project, to <br /> be built in four phases as follows: Phase 1 - medical office building, ambula- <br /> tory care center, and behavioral medicine center; Phase 2 skilled Nursing <br /> facility and independent living units; Phase 3 acute care hospital and am- <br /> bulatory care center addition; and Phase 4 - acute care hospital addition, <br /> medical office building, and parking decks. He distributed booklets showing <br /> the first phase development and reviewed these plans in detail. He stated the <br /> first phase proposes construction of a three-story, approximately 45,000 <br /> square foot medical office structurees, a single-story, approximately 25,000 <br /> square foot ambulatory care center, and a behavioral medicine facility of ap- <br /> proximately 30,000 square feet with an enclosd outdoor exercise/social area, <br /> the corresponding 579 parking spaces, and development of driveway accesses on <br /> Owens Drive, West Las Positas Boulevard, and Santa Rita Road. Mr. Fish stated <br /> that representatives of the project have spent time discussing the proposed <br /> development with the neighbors, whose major concerns are traffic and noise. <br />He advised the developer has worked with staff to mitigate these factors. He <br /> stated the siren and helicopter noise will not exceed those existing in the <br /> area but they have agreed to restrictions relative to this matter. He stated <br /> they are ready to bring a major medical complex to the City of Pleasanton and <br /> have made a significant'commitment to do so.
