129 <br /> It was moved by Councilmember Butler, and seconded by Councilmember Wood, <br />that Resolution No. 86-475, overruling protests in connection with Assessment <br />District No. 1986-7, North Pleasanton Improvement District No. 2; Resolution <br />No. 86-476, accepting petition in connection with Assessment District No. <br />1986-7, North Pleasanton Improvement District No. 2; Resolution No. 86-477, <br />amending Resolution of Intention as to the description of the work in connec- <br />tion with Assessment District No. 1986-7, North Pleasanton Improvement Dis- <br />trict No. 2; and Resolution No. 86-478, approving Report and assessment and <br />ordering improvement in connection with Assessment District No. 1986-7, North <br />Pleasanton Improvement District No. 2, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mercer, Mohr, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br /> <br /> Mayor Brandes stated that item 12b would be considered at this time. <br /> <br /> Mr. Walker presented his report (SR 86: e e 1986, regard- <br />ing this matter. He advised that the City would like to proceed at the Oc- <br />tober 28th meeting to present the Engineer's Report on the Freeway Dis- <br />trict,with the district to be formed on December 2, 1986, if possible. <br /> <br /> No one in the audience spoke in favor of or in opposition to this item. <br /> <br /> It was'moved by Councilmember Mercer, and seconded by Councilmember Wood, <br />that Resolution No.' 86-479, forming a committee called the NPID Steering Com- <br />mittee with representatives selected from each of the three assessment zones; <br />approving a projet manager for NPID and directing staff to include the cost <br />for this position in NPID-Freeway Portion; directing staff to proceed with the <br />necessary documents to set the North Pleasanton Improvement District for Free- <br />ways and bring back to Council to initiate NPID; and directing staff to take <br />appropriate action to permit Council to form the NPID Freeway Portion as <br />either a "petition" district or as a "protest" district at the December 2, <br />1986, City Council meeting, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mercer, Mohr, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br /> <br /> Council directed staff to draft an ordinance to form a Benefit District <br />for redeveloped propeties that will benefit from NPID improvements not now in <br />NPID for Council review. <br /> <br /> Councilmember Mercer complimented Director of Public Works Joe Elliott for <br />his outstanding efforts in working out the problems associated with the North <br />Pleasanton Improvement District. <br /> <br />PUD-81-30-35D, Application of Pacific Rim Development Corporation for design <br />review approval to construct an approximately 103,700 square foot, five- <br />building specialty retail complex to be located on an approximately 9.7 acre <br />site, located at the northeast corner of the intersection of Hopyard Road and <br />Stoneridge Drive. Zoning for the property is PUD (Planned Unit Development)- <br />Industrial/Commercial and Offices District <br />(Contd.
