137 <br /> Mayor Brandes stated that Ordinance No. 1273 was introduced on September <br />2, 1986, by a vote of 5-Ayes, it was continued from the meeting of September <br />16, 1986, and it was now in order to adopt the ordinance. <br /> <br /> Tim Manning, 1078 Vintner Way, stated that the hours set forth in the or- <br />dinance create a problem; students do not get home from school until 2:30 p.m. <br />or later, which leaves them little time to skate. He requested the ordinance <br />be changed to allow skating from 12 Noon to 5:00 p.m., and 7:00 to 8:00 p.m., <br />seven days a week. <br /> <br /> Brian Hoyt, 546 Touriga Court, stated there have been complaints about the <br />skateboard ramp on Sylvaner Court, but he felt this ordinance should not af- <br />fect ramps without complaints. <br /> <br /> Keith Wayne, 387 Ewing, stated he spent approximately $900.00 on his <br />skateboard ramp and planned to resurface it this year. He stated there have <br />been no complaints from the neighbors in the last two months. He stated he <br />felt this ordinance should go into effect but should not apply to all ramps. <br /> <br /> Mr. Ed Talavera, 726 Sylvaner Drive, stated the neighbors have suffered <br />long enough from the noise of skateboard ramps. He stated Council has made a <br />start in restricting the hours. He felt skateboard ramps should be eliminated <br />from all back yards and put in public parks. He stated that insurance compa- <br />nies are now talking about insuring this type of facility. He concluded by <br />stating skateboard ramps create a bad environment in neighborhoods. <br /> <br /> Ms. Nahdo Selig, 690 Marsala Court, stated there have been complaints <br />about the skateboard ramp on Ewing Drive within the last three weeks. She <br />stated the Wayne's have not met conditions set forth in the ordinance. She <br />urged Council to adopt Ordinance No. 1273, and to enforce its conditions. <br /> <br /> Mr. Jim Balsh, 14 Grey Eagle, stated he is in favor of the ordinance, from <br />a police standpoint and as a father and citizen of the community. He stated <br />the extended hours to 5:00 p.m. make sense. <br /> <br /> Councilmember Mohr stated the extra hour in the afternoon to allow skating <br />does not seem unreasonable. <br /> <br /> After discussion, it was moved by Councilmember Butler, and seconded by <br />Mayor Brandes, that Ordinance No. 1273, relating to regulation of noise cre- <br />ated by Skateboard Ramps, be adopted as presented. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mercer, and Mayor Brandes <br />NOES: Councilmembers Mohr and Wood <br />ABSENT: None <br /> <br />RZ-86-8, Application of the City of Pleasanton to amend the Municipal Code <br />relating to increasing the number of illuminated signs permitted for service <br />station uses in the "C" (Commercial) District <br /> Mr. Swift presented his report (SR 86:417} dated October 7, 1986, regard- <br />ing this matter. <br /> <br /> Mayor Brandes declared the public hearing open on this item. <br /> <br /> No one in the audience spoke in favor of or in opposition to this matter. <br /> <br /> 12 - 10-7-86 <br /> <br /> <br />
