Diablo Boulevard, Walnut Creek, representing <br />Presley Development Company, stated that Presley of Northern California has <br />currently proposed a plan on the Schwerin property, a 269 acre parcel for 400 <br />units, single-family detached. That plan has dealt with a lot of the sensi- <br />tive issues of the site with major emphasis on the retention of the riparian <br />areas and has produced an overall density of one and one-half units per acre. <br />Mr. McKissick requested that the site be general planned as low density <br />residential over the 269 acre parcel, and at the time they bring in a specific <br />plan for the site then then the merits or demerits of that plan can be an- <br />alyzed under the PUD process. The primary disadvantage of the staff report is <br />a precedent for medium density residential west of Foothill Road and that is <br />not their request; they want low density residential west of Foothill Road. <br /> <br /> After discussion, it was moved by Councilmember Wood, and seconded by <br />Councilmember Mercer, that Parcel 2B Presley, 280.0 acres, be designated as <br />low density residential on the general plan. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mercer, Mohr, Wood, and MayoF Brandes <br />NOES: None <br />ABSENT: None <br /> <br />Parcel 2C - Moller <br /> Mr. Martin Inderbitzen, 62 West Neal Street, representing the Moller prop- <br />erty owners, asked if this parcel is included in the Study District. Mayor <br />Brandes advised that it is included in the Study District. <br /> <br /> No further action was taken on Parcel 2C - Moller <br /> <br />Parcel 2D - Beratlis <br /> Mr. Bill Hirst, Attorney representing nine property owners, stated they <br />are in a quandry right now because they have had for 3-3-1/2 months a full <br />blown land use application on file, and paid their fees. The only reason <br />Council has not heard it is that staff expects a directed EIR which they are <br />in the process of providing. He stated they are well within the existing <br />general plan density using the one dwelling unit per five acre test. When <br />applied to their 230 acre parcel that produces between 45-46 dwelling units, <br />however, the effect of the staff recommendation under the proposed general <br />plan litterally wipes them out.
