They feel they have paid their <br /> assessments through the years. At the time the assessments were levied they <br /> comtemplated a demsity or carrying capacity of about 40 dwelling units for <br /> this site. Mr. H+rst stated they are not asking for an increase in density, <br /> they are simply asking to continue the density in the existing general plan, <br /> so they will not have to ask for apply for an amendment to the general plan in <br /> the near future. He asked Council to allow this property to proceed with the densi- <br />-- ty and ratios which were existing under the previous general plan. Under that <br /> plan this property would accommodate approximately 17 units and that is all <br /> they are requesting under the new general plan. The one difference is that <br /> most of the building sites are above the 670 foot level. The property in <br /> question goes from elevations of 440 feet to 840 feet, and while they could <br /> probably regrade and come in with a plan developed under 670 feet, it would <br /> not be something that would be feasible. He presented an exhibit showing low <br /> density and rural residential and 34 acres of open space. They would like to <br /> develop the property above 670 feet, which is less than 50% of the property, <br /> low density residential, and leave the rest in public health and open space. <br /> He stated that the property above 670 feet would not be visible from the val- <br /> ley floor. Mr. Hirst asked that the property be designated one half public <br /> health and open space and one half in low density residential. <br /> <br /> Mr. Lee advised this zoning designation would be compatible with the <br /> general plan. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Mohr, <br /> that Parcel 2F - Panganiban, be designated 31.5 acres Public Health & Safety <br /> and 31.5 acres low density residential in the general plan. <br /> The roll call vote was as follows: <br /> <br /> - 18 - 9-16-86 <br /> <br /> <br />
