103 <br /> development plan approval to construct a 220-unit senior citizen residential <br /> complex to be located on an approximately 9.2 acre site located generally in <br /> the area west of the railroad tracks of the Southern Pacific Transportation <br /> Company at the southern terminus of Old Bernal Avenue <br /> (In~ro. 8-19-86, 4-Ayes, 1-Absent} <br /> Mayor Brandes stated that Ordinance No. 1272 was introduced on August 19, <br />1986, by a vote of 4-Ayes, 1-Absent, and that it was now in Order to adopt the <br />ordinance. <br /> <br /> It was moved by'Councilmember Mercer, and seconded by Councilmember Mohr, <br />that Ordinance No. 1272, approval of PUD-86-9, application of the City of <br />Pleasanton for rezoning from "A" (Agricultural) ~nd CS (Commercial Service) to <br />PUD (Planned Unit Development)-High Density Residential District; and develop- <br />ment plan approval to construct a 220-unit senior citizen residential complex <br />to be located on an approximately 9.2 acre site located generally in the area <br />west of the railroad tracks of the Southern Pacific Transportation Company at <br />the southern terminus of Old Bernal Avenue, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mercer, Mohr, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br /> <br />SPECIAL REPORTS <br /> There were no Special Reports presented at this meeting. <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br />Actions Taken by the Planning Commission at their meeting of 8-27-86 <br /> Mr. Swift presented his report (SR 86:389) d~ted August 28, 1986, regard- <br />ing this matter. No action was required or taken by Council on the item. <br /> <br />REPORTS OF THE CITY MANAGER <br />Report on Floodinq of St. Mary's Creek at Pleasanton Gardens on Kottinger <br />Avenue <br /> Mr. Elliott presented his report (SR 86:383) dated September 2, 1986, <br />regarding this matter. <br /> <br /> Ms. Iris Marsh, 251Kottinger Drive, President of the Residents Associa- <br />tion, stated that residents are getting worried that nothing is being done to <br />prevent possible flooding conditions when the rainy season begins. She urged <br />Council to take immediate action to correct this problem. <br /> <br /> Mr. Bruce Fiedler, 251Kottinger Avenue, Manager of Pleasanton Gardens, <br />asked if adequate margin for error of excess flow has been allowed from Kot- <br />tinger Ranch to the lower channel. Mr. Elliott stated he is satisfied that <br />the proposed improvements will take care of the type of storms that have <br />plagued this area the last two years. <br /> <br /> Mr. Roger Frye, Consultant representing Camp Dresser & McKee, Inc., elabo- <br />rated on the basins proposed to take care of the flooding problems, stating <br />the flow will be diminished by these improvements. He advised that a contrac- <br />tor can begin work on the improvements within two to three weeks, with comple- <br />tion expected one month thereafter. <br /> <br /> Councilmember Mohr expressed concern regarding other in-kind improvements <br />for the Kottinger Ranch property, stating staff should find a way to direct <br />the money Kottinger Ranch would have spent into other city projects. <br /> <br /> - 4 9-2-86 <br /> <br /> <br />
