Mayor Mercer requested Council permission to form a Task Force, consisting <br />of a members from the Council, Chamber of Commerce, Downtown Association, <br />Planning Commission, North Pleasanton Improvement District, and staff member, <br />to address the possibility of a Downtown Community Redevelopment Agency. <br />Council concurred. Mayor Mercer advised he would present a list of names <br />later for this Task Force. Councilmember Brandes volunteered to serve rep- <br />resenting the Council. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Councilmember Butler stated the Tri-Valley Wastewater Agency public hear- <br />ing to consider the Environmental Impact Report is scheduled on June 17, 1987, <br />probably at the Livermore City Council Chambers, with formal action expected <br />to be taken at a meeting on August 19, 1987. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. Michael Lynn, negotiator for the Pleasanton City Employees Associa- <br />tion, stated the present contract negotiations seem to be dragging; he re- <br />quested Council assistance to get the collective bargaining process moving. <br />He stated that since the hiring of an outside professional negotiator, the <br />employees no longer had the trust they did when the City Manager and Assistant <br />to the City Manager were more involved in negotiations. He stated the last <br />City offer was demeaning to city employees. He advised that no new negotia- <br />tion sessions have been set. He asked Council if they are really interested <br />in city employees, and if so what can be done to speed the collection bargain- <br />ing process. He also requested that the City Manager become involved in the <br />negotiating process. <br /> <br /> Mayor Mercer assured city employees that Council is interested in them and <br />will do everything possible to assist is getting the problem solved; stating <br />that city employees do an outstanding job and take great pride in their work <br />and the City. <br /> <br /> Councilmember Brandes stated he voted in opposition to the hiring of out- <br />side professional negotiators, fearing it would alienate employees, but · <br />pledged that the Council would make the best of the situation. <br /> <br /> Mayor Mercer urged Mr. Lynn and PCEA officers to contact himself or other <br />Councilmembers anytime they felt they needed to discuss any matter. <br /> <br /> Ms. Cindy McGovern, 9206 Longview Drive, on behalf of all Pleasanton chil- <br />dren, thanked the City Council and the City of Pleasanton for their support <br />regarding the school problems. <br /> <br /> Ms. Debbie Snyder, Jensen Street, stated she would not be able to attend <br />the meeting regarding low income housing, and would at this time appeal to <br />Council to rethink and reevaluate the need for lower income housing, which a <br />major segment of the Pleasanton population is in need of. <br /> <br />REPORTS OF THE CITY ATTORNEY <br />Proposed Agreement for Exemption from Assessment of a Portion of Kaiser Per- <br />manente Parcel <br /> Mr. MacDonald presented his report (SR 87:175) dated April 16, 1987, <br />regarding this matter. <br /> <br /> - 6 4-21-87 <br /> <br /> <br />
