Mr. Jack Levitton, represeting Kaiser Foundation Health Plan, stated he <br /> concurs with the report and that Kaiser is willing to sign the agreement in <br /> its present form. <br /> <br /> After discussion, it was moved by Councilmember Butler, and seconded by <br /> Councilmember Wilson, that Resolution No. 87-166, approving the Agreement for <br /> Exemption from Assessment - North Pleasanton Improvement District No. 3 for <br /> 7.2 acres of land owned by Kaiser Foundation Health Plan; and authorizing ex- <br /> ecution of the agreement by the appropriate city officials, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, Wilson, and Mayor Mercer <br />' NOES: Councilmember Brandes <br /> ABSENT: None <br /> <br /> PUBLIC HEARINGS <br /> Assessment District No. 1986-9, North Pleasanton Improvement District No. 3 <br /> Mr. Elliott presented his report (SR 87:163) dated April 21, 1987, regard- <br /> ing this matter. He stated this public hearing is to consider formation of <br /> North Pleasanton Improvement District No. 3, which is a project to provide <br /> additional freeway improvements on 1-580 and 1-680, and will involve approxi- <br /> mately $65 million worth of improvements comprised of Hopyard Road inter- <br /> change, Stoneridge Drive interchange, Santa Rita Road interchange, Hacienda <br /> Drive interchange, 1-580 auxiliary lanes, 1-680 auxiliary lanes, and West Las <br /> Positas Boulevard. <br /> <br /> Mr. Sam Zullo, representing the Engineer of Work, Mark Thomas and Company, <br /> stated that since they started out on this project a few years ago and formal- <br /> ly in July of 1985 they separated the roadway improvements district from the <br /> freeway improvement district and proceeded with the roadway improvements with <br /> the understanding that the freeway improvements were going to take longer to <br /> get together. They worked with the property owners and put together a package <br /> that they felt they could support. He is here tonight to present that <br /> package. He has taken the freeway improvements and staged the work from the <br /> work that was originally was scoped out into what is called the initial stage <br /> of improvements which are proposed to be funded as a part of this project and <br /> in addition the exhibits on the wall show subsequent future improvements that <br /> will be constructed by others in order to ultimately complete the improvements <br /> in a manner that the State Highway Department and also the Federal Highway <br /> Commission desire the improvements to be completed. In very brief form? the <br /> projects that are presented involve Hopyard Road which is an acquisition proj- <br /> ect and which will be completed with this action tonight should Council de- <br /> cide to proceed with this project, the Stoneridge Drive interchange and the <br /> Santa Rita Road interchange, Hacienda Drive interchange and auxiliary lanes in <br /> Interstates 580 and 680 and the land acquisition for the West Las Positas <br /> Boulevard. Mr. Zullo submitted an amended Engineers Report which adjusts the <br /> total costs to a total project cost of $64,762,151.00. The proposal is that <br /> the City proceed with bond sales for the project as the projects are approved <br /> and ready for funding for construction on a timetable that calls for the City <br /> to initially acquire the Hopyard interchange and to provide for the design for <br /> the improvements at Santa Rita Road and Stoneridge. Then the subsequent <br /> phases would involve additional bond sales which would provide for the funding <br /> for the Stoneridge Drive interchange and the Santa Rita Road interchange. It <br /> is anticipated that the last project would probably be the Hacienda inter- <br /> change, which might occur four to five years from now, or as soon as that <br /> project can be approved and plans completed and the project ready for funding. <br /> <br /> 4-21-87 <br /> <br /> <br />
