Creek is 40 feet; he felt the driveway exits for the proposed projects are too <br />sharp and would create a hazardous traffic condition. He advised there are <br />420 units within a .4 mile radious existing on Vineyard Avenue and there have <br />been traffic accidents. He felt these projects should be included in the <br />Vineyard Hills moratorium. He asked that Vineyard Avenue be put in a Master <br />Plan. He suspected that people will still use Vineyard Avenue even with the <br />completion of the Bernal Avenue loop improvements. He urged that the proposed <br />projects be denied. He requested the following conditions be considered if <br />the project is approved: must have left turn lane; no parking on Vineyard <br />Avenue; project would be held off until one year after the completion of the <br />Bernal Avenue Loop to determine how traffic patterns will be at that time; <br />require the developer to contribute to the Bernal Avenue bridge; the house <br />inbetween the properties must be removed in order to allow wider entrance to <br />the development; and lower the density on the east side to be compatible with <br />the rural atmosphere in this area. <br /> <br /> Mr. Gooch stated most of the conditions are not feasible: the Frank Riccio <br />house is not for sale~ no parking on Vineyard Avenue would be up to the City; <br />the left turn lane would not be a problem; contribution to the Bernal Avenue <br />bridge would raise the price of the houses; lower density does not make sense <br />and would impact the cost of the houses and would change the project to a <br />large extent. He stated he would not want to delay the project until one year <br />after completion of the Bernal Avenue Loop improvements; traffic studies show <br />there is not supposed to be a problem on Vineyard Avenue when the improvements <br />are completed. <br /> <br /> Mr. Frank Belecky, 892 Madeira, representing Vintage Hills Homeowners, <br />stated there is a moratorium in effect which should be adhered to. He felt <br />the project is poorly designed; the present complex is a problem; these are <br />irregular parcels of land; and the developer has not offered anything to the <br />City to mitigate the problems. He stated Arroyo I has not provided adequate <br />sales for low income buyers. He expressed concern regarding traffic and the <br />bike lane. He felt Vineyard Avenue needs a Master Plan before any more <br />development is allowed because of the excessive number of cars traveling on <br />Vineyard Avenue now and the number of driveways on Vineyard Avenue. He did <br />not feel the proposed development is proper. <br /> <br /> Mr. Caldwell stated that after the Planning Commission meeting and the <br />presentation by representatives of the Vintage Hills Homeowners Association, <br />he contacted four friends who live in Vintage Hills who stated they did not <br />receive notices of Association meetings. He felt the representatives had mis- <br />represented the feelings of some of the residents in Vintage Hills. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing <br />closed on these two items. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Wil- <br />son, that Resolution No. 87-172, determining on the basis of a review of ini- <br />tial environmental study done for this project, that no significant environ- <br />mental impact would occur as outlined in the City's guidelines and that a <br />negative declaration is appropriate in connection with PUD-86-19, the applica- <br />tion of Gooch and Associates and Harry Caldwell for development plan approval <br />for a 20-unit residential project to be located on an approximately two acre <br />site located at 3745 Vineyard Avenue, and for PUD-86-20, application of Gooch <br />and Associates and Sylvia Riccio for development plan approval for a 40-unit <br />residential project to be located on an approximately 3.7 acre site located at <br /> <br /> 20 4-21-87 <br /> <br /> <br />
