The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, and Mayor Mercer <br /> NOES: Councilmembers Brandes and Wilson <br /> ABSENT: None <br /> <br /> PUD-81-30-39D, Application of the Northern Group for development plan approval <br /> for a 354-unit apartment complex, to be located on an approximately 14.7 acre <br /> site, located at the southeast corner of the intersection of Stoneridge Drive <br /> and West Las Positas Boulevard. Zoning for the property is PUD (Planned Unit <br /> pevelopment)-High Density Residential District <br /> <br />- Consider Adoption of Neqative Declaration <br /> Mayor Mercer declared the public hearing Open on this item, and continued <br /> it until after the joint meeting of the City Council and Planning Commission <br /> on May 4, 1987, as determined by Council earlier in this meeting. <br /> <br /> PUD-86-12, Application of Ponderosa Industries, Inc., for development plan <br /> ~pproval for a 111ounit single-family residential development to be located on <br /> an approximately 13.4 acre site located in the area bounded by Paseo Santa <br /> Cruz, Via de los Cerros, and Camino Sequra. Zoning for the property is PUD <br /> (Planned Unit Development)-Medium Density Residential District <br /> <br /> Consider Adoption of Negative Declaration <br /> Mr. Swift presented his report (SR 87:164) dated April 21, 1987, regarding <br /> this matter. <br /> <br /> Mayor Mercer declared the public hearing Open on the application and the <br /> negative declaration. <br /> <br /> Mr. Len Fryer, representing Ponderosa Industries, stated he concurs with <br /> the staff report and Planning Commission recommendations. He stated he is <br /> willing to volunteer an additional condition that it is their intent to irri- <br /> gate and landscape the front yards of all units. <br /> <br /> Mr. Bob Ellard, 6053 Via de los Cerros, representing the Homeowners As- <br /> sociation, stated they are generaly in favor of the project. He stated that <br /> Mr. Fryer has met with the homeowners to discuss areas of concern. He added <br /> the homeowners approve the design and density as presented. He expressed con- <br /> cern regarding increased traffic on Via de los Cerros. He requested the <br /> median be left in place on Valley Avenue that prevents a left turn into this <br /> area. <br /> <br /> No one in the audience spoke in opposition to this item. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing <br /> closed on the application and the negative declaration. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Mohr, <br /> that Resolution No. 87-171, determining on the basis of a review of initial <br /> environmental study done for this project, that no significant environmental <br /> impact would occur as outlined in the City's guidelines and that a negative <br /> declaration is appropriate in connection with PUD-86-12, application of Pon- <br /> derosa Industries, Inc., for development plan approval for a 111-unit single- <br /> family residential development to be located on an approximately 13.4 acre <br /> site located in the area bounded by Paseo Santa Cruz, Via de los Cerros, and <br /> Camino Segura, be adopted. <br /> <br /> I7 - 4-21-87 <br /> <br /> <br />
