AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer NOES: None ABSENT: None Support City of Oakland to bring a new Federal GSA Building to their City Center Mayor Mercer stated the Oakland City Council has asked the P]easanton Council to adopt a resolution supporting the location of a new Federal GSA building in Oakland. It was moved by Councilmember Brandes, and seconded by Councilmember Wil- son, that Resolution No. 87-137, endorsing and strongly supporting the loca- tion of the General Services Administration Building in the City of Oakland's City Center, be adopted. The roll call vote was as follows: AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer NOES: None ABSENT: None CITY COUNCIL COMMITTEE REPORTS There were no City Council Committee Reports presented at this meeting. MEETING OPEN TO THE PUBLIC Mr. Terry Edwards, representing National Little League, stated that is a need for more practice and playing fields for little leagues; he stated the quality of the program will deteriorate as the City grows. He strongly sup- ported preservation of the playing fields at Pleasanton Elementary School. Mayor Mercer suggested he talk to the Park and Recreation Commission regarding the need for additional sports fields for little league activities; they would then make recommendtions to the Council. PUBLIC HEARINGS AP-87-2, Appeal of the Planning Commission decision in denying PUD-86-16, Ap- plication of Santa Anita Development Corporation for Planned Unit Development rezoning and development plan approval for a 193,845 square foot commercial/ retail center to be located on an approximately 18.2 acre site at the southeast corner of the intersection of Stanley Boulevard and Bernal Avenue. Zoning for the property is PUD (Planned Unit Development/-Commercial District Consider Adoption of Negative Declaration (Contd. Open from 3-17-87} Mr. Swift presented his report (SR 87:124} dated April 7, 1987, regarding this matter. Mayor Mercer declared the continued public hearing Open on the appeal and the Negative Declaration. Mr. Brad Hirst, 6280 West Las Positas, representing Santa Anita Develop- ment Corporation, asked for a continuance of 90 days on this item the allow for completion of the downtownimpact study; to allow for further discussion regarding the property owners participation in a Community Redevelopment Agen- cy that would funnel funds into downtown improvements; to allow for prepara- tion of a revised site plan that will be upgraded to accommodate the major tenants that have been secured in the last few days; and to discuss phasing of the project, which he felt would alleviate some of the concerns of the oppo- nents. He stated the City Code states that a public hearing must be heard - 6 4-7-87
