491 <br /> <br />within 40 days after a decision is taken by the Planning Commission, but can <br />be continued after the hearing is opened and public testimony is taken. <br /> <br /> After discussion, Council determined not to continue the item at this <br />time. <br /> <br /> Mr. Kent Hallen, Santa Anita Development Corporation, 1851 Heritage Lane, <br />Sacramento, introduced his consultants who would be make presentations at this <br />meeting. He presented a brief background of various shopping centers devel- <br />oped by his company. He stated the concept for this particular shopping cen- <br />ter is a community type center that will have a market and drug store as an- <br />chor tenants with other smaller shops in the complex. He advised the major <br />tenants have been secured and that others will be committed soon. Mr. Hallen <br />stated that a community center typically has a different tenant mix based on <br />demand of the area and would not be in competition with the downtown; there <br />would be no stores like these in downtown. He advised the project will be <br />oriented to the new intersection of Bernal and Stanley which will allow <br />greater traffic circulation. Mr. Hallen stated that timing of the project is <br />to be under construction in early 1988 with completion in the Spring of 1989 <br />for the first phase; and second phase completion in 1990-92 with build out as <br />demanded. <br /> <br /> Mr. Dave Reicher, SGPA Planning and Architecture, stated the site is at <br />the northeast perimeter of the City and will have access points alligned with <br />adjacent streets. He advised the intersection will be signalized, and the <br />project will be auto oriented, allowing approximately 858 parking spaces. He <br />stated that truck access will be separated, and that the site will be bounded <br />by sycamore trees. He advised he has a problem with Conditions 8, 10, and ll <br />relative to elimination of left and right turn lanes; he felt this would cre- <br />ate traffic congestion. He would like to be able to work with staff to solve <br />this problem. Mr. Reicher stated the project would be designed with a south- <br />western theme throughout with a tower as the focal point. He stated the major <br />tenants have the majority signage. He asked that the smaller shops be signed <br />in a continuous ban rather than above the awnings as set forth by staff. He <br />stated the changes in heights of buildings will create interest. He stated <br />that although they are going to phase the project they will continue with <br />design and landscaping throughout the project. The project will be built in <br />two phases: the first phase will be eleven acres and will have frontage land- <br />scaping as well as roadway improvements, and that signalization will be com- <br />pleted with the parking lot improvements. <br /> <br /> Mr. Hallen presented an aerial map showing the trade area, which roughly <br /> consists of a two-mile ring to serve approximately 49,000 people. He stated <br /> that proposed street improvements will make easy access to the site, which is <br /> centrally located between Livermore and Pleasanton. He stated that the proj- <br /> ect will be built in phases; first to accommodate the major tenants and then <br /> they will build shops based only on demand. He advised that one of the rea- <br /> sons for requesting continuance of this appeal is to redesign the site plan to <br /> the specifications required by Albertson's market and Thrifty drugstore and <br /> work out the phasing of the project. He added that the Valley Avenue exten- <br /> sion construction is another item that they need time to review and discuss. <br /> <br /> Mr. Mike Emerk, Real Estatement Manager of Northern California for Albert- <br /> son's, stated that Albertson's wants to be a part of this community; they have <br /> been looking for a proper site and are pleased to locate in this project.
