13 <br /> We, the undersigned, are very interested in seeing that the field area <br /> remain as is for the use of the residents in the South Pleasanton area, <br /> and suggest that it be purchased by the city, and maintained as a city <br /> park." <br /> <br /> Mr. Joe Fischer, 611 Windmill Lane, stated the residents want a permanent <br />long term solution. <br /> <br /> Ms. Judith Barr asked if the School Board could sell the land to another <br />individual who could then break the lease with the City. The City Attorney <br />advised that if anyone bought the land they would have to honor the lease that <br />the City has. <br /> <br /> Ms. Joanne Brunet, Monaco Drive, asked if there was any provision to buy <br />out the lease. The City Attorney advise No. <br /> <br /> Mr. Joe Quatt, Monaco Drive, stated the School Board does not always do <br />what they say; can this matter be controlled. <br /> <br /> Mr. Roger Manning, Land Planning Consultant, stated the Park and Recre- <br />ation Commission discussed the City buying this land, and moving other park <br />projects down on the priority list. He stated the School District has just <br />completed a study on surplus sites and projected needs over the next few <br />years. Once this has been reviewed, the School District will be able to bet- <br />ter determine their next course of action. <br /> <br /> Mayor Mercer stated the City wants the area preserved as a park; he felt <br />the City should continue the 66 lease with the School District for the <br />property. <br /> <br /> Councilmember Brandes stated there is a great need for athletic and recre- <br />ational lands. He stated the lease was entered into in good faith and he felt <br />it should be honored. <br /> <br /> Councilmember Wilson stated he disagrees with enforcing the lease; the <br />school district has money problems and he felt the City should buy the land, <br />even though the lease is still good for 46 years - land values will go up ev- <br />ery year. <br /> <br /> Councilmember Mohr stated she shares the concern of the residents; she <br />wants to save the park land. The key is for the School District and City <br />Council to see how they can resolve the issue of generating funds for schools <br />but the City not overpaying for the park land. She suggested the school site <br />may be needed later for a school. She stated that this could possibly be a <br />use for Proposition 4 excess funds in 1988. <br /> <br /> Councilmember Butler stated it would be a shame to lose a fully developed <br />sports field. He stated he would rather pay for developed park land than un- <br />developed park land, if a choice has to be made. <br /> <br /> It was moved by Councilmember Brandes, and sconded by Councilmember But- <br />ler, that the City continue to enforce its lease on the upper 7.2 acre field <br />area of Pleasanton School site on First Street and to work to preserve the 3.3 <br />acre front parcel, if possible. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br /> <br /> 18 - 4-7-87 <br /> <br /> <br />
