471 <br /> "The signatures below are of residents of the City of Pleasanton <br /> requesting that the City Council include in the 1987 capital im- <br /> provement budget sufficient money to finance the building of a spe- <br /> cial project along the east side of Foothill Road between the north- <br /> ern boundary of Foothill High School and Mohler Park that~includes a <br /> safety/soundwall, a pedestrian/bicycle path, and appropriate and <br /> irrigated landscapin9." <br /> <br /> Mr. Melander strongly urged Council to consider this project. <br /> <br /> Mr. Richard Statham, 4118 Orangewood Court, stated that traffic has in- <br />creased since the opening of West Las Positas Boulevard, thus increasing the <br />noise level. <br /> <br /> Ms. Rose Boardman, 4884 Treewood Court, stated the traffic noise is bad, <br />and that it is also very dangerous for pedestrians to walk along this section. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by <br />Mayor Mercer, that funds be included in the 1987-88 Capital Improvement Pro- <br />gram for engineering studies for the installation of a soundwall, pedestrian/ <br />bicycle path, and landscaping on Foothill Road from Foothill High School to <br />Moller Park. <br />The roll call vote was as follows: <br />AYES: Councilmembers Bran'des, Butler, Mohr, and Mayor Mercer <br />NOES: Councilmember Wilson <br />ABSENT: None <br /> <br />Streets <br /> Mayor Mercer stated the rear of the Sports Park is yet to be developed and <br />there is concern of the neighbors regarding the street pattern. He advised <br />that the Director of Public Works has developed a self-contained plan to im- <br />prove the street within the park for a cost of approximately $300,000, which <br />will provide more parking, turnouts, and widen the road. He stated there is <br />$245,000 remaining in funds committed by Prudential Insurance Company for the <br />Sports Park or other North Pleasanton recreation facilities. He suggested <br />this money be used for the street improvement with the r~maining allocated <br />from Park and Recreation funds or some other source. <br /> <br /> Councilmember Wilson stated he felt all major street circulation projects <br />should have first priority and be completed before other more minor street <br />projects are considered; thus providing better traffic circulation and improv- <br />ing traffic congestion. <br /> <br /> Mr. Dennis Powers, 3164 Joanne Circle, thanked Council, Park and Recre- <br />ation Commission, and staff for meeting with the concerned residents on Park- <br />side Drive. He requested the inner street be completed and that Parkside <br />Drive not be opened up, which would allow thru traffic. <br /> <br /> After discussion, it was moved by Councilmember Wilson, and seconded by <br />Councilmember Mohr, instructing staff to proceed with the street improvements <br />within the Sports Park as designed by the Director of Public Works; using the <br />$245,000 funds from Prudential Insurance Company committed for the Sports Park <br />with the remaining $55,000 to be allocated from Park and Recreation funds. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br /> <br /> - 8 - 3-17-87 <br /> <br /> <br />
