451 <br /> Mayor Mercer requested this item be continued to the meeting of March 17, <br />1987, in order to receive the following information for review and <br />consideration: (1) has anyone checked to see if this meets Regional Water <br />Quality Control standards; (2) what is the increased treatment costs; (3) does <br />the City have any firms that are at this level or is it only Dublin; (4) why <br />does DSRSD really want to raise this level; and (5) how many times has DSRSD <br />violated the levels of this ordinance. <br /> <br />Adoption of Ordinance No. 1298, Delegatin9 Certain Powers from the Housinq <br />Authority Board of Directors to the Housin9 Commission <br />(Intro. 2-17-87, 5-Ayes) <br /> Councilmember Brandes requested that the ordinance be amended in Section 5 <br />o Paragraph A, to state that anyone can appeal to the Board of Directors. He <br />also asked that time time limit for appeals be set at 15 to 30 days after <br />receipt of the Minutes. He stated he felt any persons should be able to <br />appeal whether it is from a specific decision or any other reason. <br /> <br /> After. discussion, it was moved by Councilmember Brandes, and seconded by <br />Councilmember Wilson, that Ordinance No. 1298, delegating certain powers from <br />the Housing Authority Board of Directors to the Housing Commission be amended <br />to include the Housing Authority Board of Directors in the appeal process, and <br />to make the.time limit 15 days for an appeal, be re-introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Mayor Mercer stated that volunteers trimmed bushes at this project this <br />last weekend. He stated the project manager was to pick up the trimmings but <br />so far has not done so. He advised the bushes need trimming around the <br />windows at the project. He stated the gutters also need to be cleaned out. <br />Ms. Bengtson advised that there is a bid out to do the large pruning and she <br />hopes to take action on this matter next week. <br /> <br /> Mayor Mercer stated there is an opening on the Housing Authority <br />Commission for a tenant commissioner. He instructed staff to advertise for <br />this opening, with a closing date in two weeks. <br /> <br />Status Report Regarding Downtown Market Study and Bank Policy <br /> Mr. MacDonald stated that two decision are involved: the banking policy <br />and the specific application of Security Pacific, but that each Councilmember <br />who owned bank stock had a Conflict of Interest regarding each decision. He <br />stated that Council went through the process of random selection in accordance <br />with State law on Febuary 3rd and three Councilmembers were selected to deal <br />with both issues. He did not see that group is undone by the fact that <br />someone later sells stock but that member can now also vote. He stated that <br />four members (all but Mayor Mercer) can participate in the matter at this <br />time. <br /> <br /> Mayor Mercer abstained from participation in the issue because of the draw <br />on February 3rd. Vice Mayor Mohr took charge of the meeting. <br /> <br /> Councilmember Brandes stated he would like to see a mechanism to bring the <br />banking policy back to City Council before the 60-90 days period, otherwise <br />Security Pacific Bank will have to withdraw their application.
