301 <br /> Mr. Roger Manning, 239 Main Street, stated he felt this project was not <br />designed with the City's guidelines in mind; it is not consistent with the <br />downtown theme. He felt the project should not be approved tonight; it should <br />be studied from more angles. <br /> <br /> Ms. Manuela Tredmore, resident of Pleasanton and downtown businessperson <br />on Main Street, stated she would like to see more retail brought into the <br />downtown area; residential growth should be somewhere else. <br /> <br /> Mr. Rubnitz rebutted by stating that everyone has said the project is ex- <br />cellent but feel it is zoned incorrectly; he felt the project should be ap- <br />proved on its merits. He stated they are many benefits to the downtown from <br />this project. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing <br />closed on the application and the negative declaration. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember But- <br />ler, that Resolution No. 87-380, determining on the basis of a review of ini- <br />tial environmental study done for this project, that no significant environ- <br />mental impact would occur as outlined in the City's guidelines and that a <br />negative declaration is appropriate in connection with PUD-87-20, application <br />of B-W Construction Company and First Interstate Bank for development plan <br />approval to construct a 28-unit residential townhouse complex, to be located <br />on an approximately 2.4 acre site, located at 553 St. John Street, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Councilmember Wilson stated the Downtown Association must have been asleep <br />when it was approved by Planning Commission and City Council that property on <br />the west side of Peters Street be zoned residential. He stated he felt it was <br />very unfair to the developer if this project is not approved; he has met all <br />City requirements. <br /> <br /> Councilmember Nohr stated she did not feel this is the proper location for <br />the project. There is a downtown study underway which should be taken into <br />consideration before approving any projects that affect the downtown. She <br />felt Ms. Mayhew's suggestion of placing this property in a Study zone seems to <br />be the appropriate way to deal with it. When all studies are completed and <br />reviewed then a decision can be made. She felt this location is a focal point <br />of the downtown; townhouses can be put in another part of town. She felt this <br />is too unique a site to take action on it at this time. <br /> <br /> Councilmember Brandes stated a decision should be made based upon the <br />desires of the residents of the area; the desires of the residents in the <br />Peters Avenue area to keep the area west of Peters as residential in order to <br />protect the neighborhood was adhered to. This project becomes an extension of <br />that area. He stated that none of the downtown studies have any consideration <br />for converting this property into commercial. This project makes sense. He <br />asked if a condition could be added the require the developer to clean up the <br />property as soon as possible. <br /> <br /> Councilmember Butler felt it unfortunate that the older adobe could not be <br />preserved but that is an insignificant issue.
