299 <br />PUD-87-20, Application of B-W Construction Company and First Interstate Bank <br />for development plan approval to construct a 28-unit residential townhouse <br />complex, to be located on an approximately 2.4 acre site, located at 553 St. <br />John Street. Zoning for the property is PUD (Planned Unit Development)-High <br />Density Residential District <br /> <br />Consider Adoption of Neqative Declaration <br /> Mr. Swift presented his report (SR 87:369) dated August 18, 1987, regard- <br />ing this matter. <br /> <br /> Mayor Mercer declared the public hearing open on the application and the <br />negative declaration. <br /> <br /> Mr. Jim Rubnitz, representing B-W Construction Company, stated this is a <br />rerun of the public hearing held five weeks ago regarding this same applica- <br />tion. He stated the application has been approved by Planning Commission and <br />City staff, and is in compliance with all City ordinances. <br /> <br /> The following persons spoke in favor of the application: <br /> <br /> Mr. Tom St. Dennis, 4239 Pleasanton Avenue, representing the property <br />owners in his neighborhood, stated they are in favor of the project; they <br />would like further residential development of the area rather than commercial. <br />They would prefer a lower density but the plan as presented is acceptable; it <br />being compatible with the downtown. <br /> <br /> Mr. Steven Churchill, 653 St. John Street, stated he would like to see <br />single-family housing on this property but can support the proposed develop- <br />ment; he favors residential rather than commercial development of the area. <br />He recommended approval of the plan as presented. <br /> <br /> Mr. Tom Trimingham, 493 St. John Street, stated the plan presents no prob- <br />lems to the neighborhood; it lends better than commercial. <br /> <br /> The following persons spoke in opposition to the application: <br /> <br /> Ms. Melanie Lockhart, 5231 Crescent Way, stated that Pleasanton is full of <br />charm and history which should be preserved. She stated the subject area is <br />the only one left that can give the downtown a distinct look; she urged it not <br />be piece-mealed out. She felt the land would be better used for limited <br />retail shops and arroyo walkway. She urged that the winery and old house on <br />St. John be preserved. She stated the B-W project is a good design but should <br />be located elsewhere. She requested the project be detained until a complete <br />review of the situation is undertaken; once this area is lost it cannot ever <br />be regained. She felt further traffic considerations should be reviewed be- <br />fore the project is started. <br /> <br /> Ms. Judy Mayhew, businessperson at 610 Main Street, repreenting the Down- <br />town Association, stated the Downtown Association request this item be con- <br />tinued until after completion of the downtown study. She stated the Market <br />Study Report has just been completed, setting forth the projected needs for <br />retail and commercial businesses. She felt future residential projects should <br />build on vacant land, leaving inhabited property for commercial and retail <br />use. She stated the Downtown Association concerns lie with the future and <br />Pleasanton and what is best. She requested this property be placed in a six <br />month Study zone for further review when all downtown studies are completed. <br /> <br /> 12 - 8-18-87 <br /> <br /> <br />
