259 <br /> Mr. Leach stated that the developer is expediting the work as quickly as <br />possible, the City has inspectors at that site everyday, and the developer is <br />watering daily. He advised there is no other access route to the project. <br /> <br /> Council discussion ensued regarding ways to alleviate the problems for the <br />Windmill Lane homeowners. <br /> <br /> Mayor Mercer instructed staff to meet with the developer and subcontrac- <br />tors to get this matter straightened out, and to notify Mr. Balocco by tele- <br />phone as to what actions will be taken to alleviate the situation. <br /> <br /> Mayor Mercer stated that there are no funds allocated in the Capital Im- <br />provement Program for a soundwall, but this matter can be considered at the <br />mid-year budget review in January or February. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> There were no City Council Committee Reports presented at this meeting. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. Chris Beratlis, representing Amador Valley Savings and Loan, 530 Main <br />Street, stated that this firm purchased thirty acres in 1984 and developed ten <br />acres before a moratorium was placed on the Vineyard Avenue-Vintage Hills area <br />until after completion of the Bernal Avenue extension. He advised his firm is <br />willing to complete the northerly route extension of Bernal Avenue if the <br />moratorium is lifted. He stated that another developer is proposing to com- <br />plete the southerly extension of Bernal Avenue. He requested Council place <br />this matter on the next agenda for consideration. After discussion, Mayor <br />Mercer instructed staff to place this item on the City Council agenda for Au- <br />gust 18, 1987. <br /> <br /> Mr. Frank Belecky, 892 Madeira, representing the Vintage Hills Homeowners <br /> Association, stated no one had contacted them, and they would like to be ad- <br /> vised regarding this matter. <br /> <br /> PUBLIC HEARINGS <br /> AP-87-14, Appeal of a decision of the Planning Commission denying the applica- <br /> tion of Thomas Black for a major modification to an approved development plan <br /> for a residential subdivision to modify the permitted building envelope for an <br /> existing parcel, located at 4 Red Feather Court. Zoning for the property is <br /> PUD (Planned Unit Development)-Low Density Nesidential <br /> (Contd. Open from 7-21-87) <br /> Mayor Mercer declared this item continued Open to the meeting of August <br /> 18, 1987, 8:00 p.m., in the Pleasanton Council Chambers, at the-request of the <br /> appellant. <br /> <br /> AP-87-11, Appeal of a decision of the Planning Commission in denying PUD-82- <br /> 16-3M, Application of HSC Development and Ralph Romero for a major modifica- <br /> tion to an approved development plan for a 47-unit residential project to per- <br /> mit the further subdivision of a single parcel into two lots to be located at <br /> the terminus of Grey Fox Court.
