He advised there is no other access route to the project. <br /> <br /> Council discussion ensued regarding ways to alleviate the problems for the <br />Windmill Lane homeowners. <br /> <br /> Mayor Mercer instructed staff to meet with the developer and subcontrac- <br />tors to get this matter straightened out, and to notify Mr. Balocco by tele- <br />phone as to what actions will be taken to alleviate the situation. <br /> <br /> Mayor Mercer stated that there are no funds allocated in the Capital Im- <br />provement Program for a soundwall, but this matter can be considered at the <br />mid-year budget review in January or February. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> There were no City Council Committee Reports presented at this meeting. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. Chris Beratlis, representing Amador Valley Savings and Loan, 530 Main <br />Street, stated that this firm purchased thirty acres in 1984 and developed ten <br />acres before a moratorium was placed on the Vineyard Avenue-Vintage Hills area <br />until after completion of the Bernal Avenue extension. He advised his firm is <br />willing to complete the northerly route extension of Bernal Avenue if the <br />moratorium is lifted. He stated that another developer is proposing to com- <br />plete the southerly extension of Bernal Avenue. He requested Council place <br />this matter on the next agenda for consideration.
