257
Mayor Mercer presented a letter from BART requesting City of Pleasanton
support for a potential mass transit link to the proposed Superconducting
Super-Collider Project. He advised that LAVTA, at their meeting of August 3,
1987, took a position supporting a workshop only until further information is
available. Council concurred with LAVTA's position. Mayor Mercer instructed
staff to notify BART that the City of Pleasanton supports a workshop only
regarding this matter.

Brownout in Pleasanton on August 3, 1987
Mayor Mercer stated he received several calls relative to the brownout on
Sunday and stating that residents were advised by PG&E that the problem was
caused by the City not allowing PG&E to remove the trees on Black Avenue. He
stated the problem was in the lines on Black Avenue but not related to the
trees. Mr. Walker advised that he talked to PG&E representatives who stated
the problem was in the line on Black Avenue and that the line will be
replaced.

Happy Birthday
Mayor Mercer stated that today is Councilmember Wilson's 68th birthday,
making him the oldest Councilmember that the City of Pleasanton ever had.
Mayor Mercer led the audience in singing Happy Birthday to Councilmember
Wilson.

COMMUNICATIONS
Letter from Richard Balocco and Petition from Windmill Lane Homeowners
Requesting Soundwall
Mayor Mercer presented the letter from Richard Balocco dated July 23,
1987, and petition from the Windmill Lane Homeowners which read as follows:

"We, as homeowners on Windmill Lane, request that the design of Ber-
nal Avenue through the Bonde property include soundwalls for the
purpose of soundproofing the Olde Towne development. Furthermore,
we request that the soundwalls be designed using upgraded materials
in order to keep with the existing decorum of our community.

"Once approved, we would like the opportunity to work with you in
the procuss of selecting appropriate construction of soundwalls.
Please notify us of your decision as soon as possible. Any ques-
tions or comments may be directed to Pam Fischer.

"As a side issue, we would also like you to investigate the need for
a stop sign on the south-east corner of Bernal Avenue and Windmill
Way. We are concerned that there could be a safety hazard to chil-
dren on bikes entering Bernal Avenue from Windmill Way. We believe
this corner justifies a stop sign because of the down-hill slope.

The petition was signed by 19 homeowners on Windmill Lane.

Mr. Richard Balocco, 659 Windmill Lane, stated that he appeared before
Council at the last meeting requesting relief from several problems relative
the construction of a project behind homes on Windmill Lane. He advised there
are still problems with long hours of work, weekend construction, dust, use of
road, and trucks driving by their homes. Mr. Balocco stated he was not ad-
vised this item was going to be on the agenda, even though he had requested in
writing to be notified.

5 - 8-4-87
