261 <br /> Mr. Swift presented his report (SR 87:299) dated July 7, 1987, regarding <br /> this matter. <br /> <br /> Mayor Mercer declared the continued public hearing Open on the item. <br /> <br /> Mr. Ralph Romero, 2810 Foothill Road, stated the application is consistent <br /> with the balance of lots in Foxborough. He advised that Council has already <br /> approved a modification from 39 lots to 48 lots, and as of today 23 lots have <br /> closed escrow. He stated that all 23 owners have been contacted and are in <br /> favor of his application. He advised the remaining 25 lots are owned by HSC, <br /> who support the application. He stated he agrees with the conditions set <br /> forth in the staff report. <br /> <br /> No one in the audience spoke in opposition to the appeal or application. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing <br /> closed on this item. <br /> <br /> Councilmember Butler stated that although this application meets the in- <br /> tent of the zoning ordinance and there is no conflict, it is not Council's <br /> normal procedure the change PUD approvals. <br /> <br />(.0 It was moved by Councilmember Wilson, and seconded by Councilmember Bran- <br />~' des, approving AP~87-11, an appeal of a decision of the Planning Commission, <br />~_~ and that Ordinance No. 1327, to be read by title only and waiving further <br /> reading thereof, approval of PUD-82-16-3M, application of HSC Development and <br />~ Ralph Romero for a major modification to an approved development plan for a <br />Cr~ 47-unit residential project to permit the further subdivision of a single par- <br />~ cel into two lots to be located at the terminus of Grey Fox Court, subject to <br /> conditions set forth in Staff Report 87:299, be introduced. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Butler, Wilson, and Mayor Mercer <br /> NOES: None <br /> ABSENT: None <br /> ABSTAINED:Councilmember Mohr <br /> <br /> GP-87-7, Application of the City of Pleasanton to amend the Land Use Element <br /> of the General Plan: 1) to limit the total number of housing units which can <br /> be given Growth Management approval to a maximum of 1,000 per year; 2) to es- <br /> tablish a population benchmark not to exceed 62,000 persons within the <br /> Pleasanton City limits by January 1, 1996; and 3) limit development within the <br /> San Francisco Specific Plan area not to exceed 500 persons by the year 1996, <br /> exclusive of other permitted uses; or any other amendments deemed in the <br /> public interest <br /> <br /> Consider Adoption of Negative Declaration <br /> (Contd.
