<br />plication of Gooch and Associates and Sylvia Riccio for development plan ap-
<br />proval for a 25-unit residential project to be located on an approximately 3.7
<br />acre site, located at 3759 Vineyard Avenue, subject to conditions contained in
<br />Staff Report 87:300, be introduced.

<br /> Mayor Mercer stated that Ordinance No. 1320 was introduced on July 7,
<br />1987, and that it was now in order to adopt the ordinance.

<br /> It was moved by Councilmember Brandes, and seconded by Mayor Mercer, that
<br />Ordinance No. 1320, authorizing an amendment to California Public Employees'
<br />Retirement System (PERS) to provide Section 200.24 (one year final compensa-
<br />tion) to Local Police Members only, be adopted.

<br />Adoption of Ordinance No. 1324, Approval of PUD-87-2, Application of Harbor
<br />View Investment, Inc., to rezone from "A" (Agricultural) District to PUD
<br />(Planned Unit Development)-Commercial and Offices District and development
<br />plan approval for a seven-story 150 room hotel, restaurant, and related
<br />facilities, to be located on an approximately 3.6 acre site, located at 11920
<br />Old Dublin Canyon Road
<br />(Intro. 7-21-87, 3-Ayes, 1-No, 1-Absent)
<br /> Mayor Mercer stated that Ordinance No. 1324 was introduced on July 21,
<br />1987, by a vote of 3-Ayes, 1-No, 1-Absent, and that it was now in order to
<br />adopt the ordinance.

<br /> Mr. James W. McKeehan, 39650 Liberty Street, Fremont, attorney represent-
<br />ing the Hilton, Compri, Sheraton, and Holiday Inn hotels, stated they have
<br />concerns regarding traffic, parking, economics, and environmental issues. He
<br />presented a written report on review of the traffic study on the Harbor View
<br />Hotel, citing some inaccuracies in the report completed by TJKM Traffic Con-
<br />sultants. He stated his traffic report reveals levels that will violate the
<br />circulation elements at build out even with the completion of the 1-680 inter-
<br />change. Regarding the parking issue, he stated that valet parking sometimes
<br />causes problems; he felt a condition should be added to require a full time
<br />valet parking attendant. Mr. McKeehan stated that occupancy is existing ho-
<br />tels is not up to level and there is no rate of return. He urged Council not
<br />
