He stated that <br />with regard to the Negative Declaration, he felt a focused Environmental Im- <br />pact Report should be required to further address traffic problems and get <br />better information. In light of the above reasons, he urged Council not to <br />approve this project until a later date. <br /> <br /> Mr. Jerry Lemm, 17 Greens Lane, stated he felt the traffic situation was <br />taken care of by staff. He cited the need for a large banquet room in the <br />local area and other unique facilities that the proposed Harbor View Hotel <br />will offer. He urged adoption of the ordinance approving the project. <br /> <br /> Mr. Jack Smith, Attorney representing Harbor View Investments, stated that <br />any testimony should have been presented at the time of the public hearing. <br />He stated that traffic, parking, economics, and environmental considerations <br />have all been addressed and adequately taken care of. <br /> <br /> Mr. Chris Kinsel, TJKM Traffic Consultant, stated that traffic studies are <br />not an exact science, but his studies are consistent. The standard assump- <br />tions in Pleasanton are different than in other cities and more difficult. He <br />stated that he did include in the assumptions the traffic that is expected to <br />be generated from the convention center. He advised that worst case assump- <br />tions were considered and he felt there would not be any violation of the <br />traffic requirements. <br /> <br /> Mr. Jack Smith stated that Harbor View Investments has done everything <br />possible to comply with all city requirements. He urged confirmation of Coun- <br />cil's previous vote. <br /> <br /> Mr. Frank Capella, #9 Twelve Oaks Drive, stated the proposed hotel is a <br />first class project and will include a much needed banquet room. He stated <br />that all business in Pleasanton are facing more competition than in the past; <br />he did not feel that government should control competition. <br /> <br /> Councilmember Brandes stated he voted in opposition to the project and <br />basically supported the Planning Commission decision. He felt there is need <br />to evaluate what will happen to traffic after completion of the interchange. <br />He stated he did not believe Council should try to regulate the number of ho- <br />tels but that it is important to look at what is happening to that particular <br />segment of business. He stated he felt the Harbor View Investment hotel is a <br />very good project but he could not support it because of traffic <br />considerations. <br /> <br /> Mayor Mercer stated he told every hotel owner that this would happen; the <br />market in Pleasanton is new. He stated no hotel before this one has offered <br />suite type rooms and large banquet facilities. He stated he feels comfortable <br />with the traffic studies done by TJKM. He advised he voted No on all other <br />hotel applications because the design did not meet his requirements, and the <br />Harbor View Investment project does. He felt it was inappropriate for other <br />hotels to discourage competition. <br /> <br /> It was moved by Councilmember Wilson, and seconded by Councilmember Mohr, <br />that Ordinance No. 1324, approval of PUD-87-2, application of Harbor View In- <br />vestment, Inc., to fezone from "A" (Agricultural) District to PUD (Planned <br />Unit Development)-Commercial and Offices District and development plan approv- <br />al for a seven-story 150 room hotel, restaurant, and related facilities, to be <br /> <br /> 17 8-4-87 <br /> <br /> <br />
