273 <br /> Mayor Mercer declared the public hearing open on the application and the <br /> negative declaration. <br /> <br /> Mr. Chris Beratlis, representing Amador Valley Savings and Loan, 530 Main <br /> Street, stated he_would like to have his project on Crellin Road, which is now <br /> in a moratorium, grandfathered in. Mayor Mercer explained that Council cannot <br /> address the moratorium at this meeting. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing <br /> closed on this item. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember But- <br /> ler, that Resolution No. 87-353, determining on the basis of a review of ini- <br /> tial environmental study done for this project, that no significant environ- <br /> mental impact would occur as outlined in the City's guidelines and that a <br /> negative declaration is appropriate in connection with RZ-87-6, application of <br /> the City of Pleasanton to amend the Growth Management Ordinance relative to <br /> Growth Management approval, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br /> NOES: None <br /> ABSENT: None <br /> <br />~- Mayor Mercer suggested that the Growth Management Program Committee have a <br /> decision for Council to act upon in June of each year which would be effective <br />~=H for the next allocation year; that would give the developer eighteen months <br />') and tells the developer when their occupancy year is. He stated that Septem- <br />iT") ber is the earliest the Committee could meet this year, thus giving only fif- <br />~ teen months to occupy in 1988. <br /> <br /> Councilmember Butler stated he felt eighteen months might be hard to ac- <br /> complish; he felt a twenty-four month period would be more realistic. <br /> <br /> Councilmember Wilson concurred; stating that with possible condemnations <br /> and other delays it might be difficult to comply with an eighteen month oc- <br /> cupancy time. <br /> <br /> After further discussion, it was moved by Councilmember Brandes, and <br /> seconded by Councilmember Butler, that staff be directed to prepare an ordi- <br /> nance to modify the Growth Management Ordinance to start next year to con- <br /> siderall Growth Management Program allocations together in June, this year <br /> only in September; that once Growth Management Program approval is given that <br /> a developer may be issued building permits for all units immediately but can- <br /> not occupy units until the year that Growth Management is approved for <br /> thoseunits; that Growth Management approval given shall require that buil- <br /> dingpermits be taken out on all lots by the end of the year following the year <br /> for which Growth Management approval is given; and that lots with lapsed ap- <br /> proval may be developed as "individual lots of record", exempt from further <br /> Growth Management approval. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br /> NOES: None <br /> ABSENT: None <br /> <br /> GP-87-6, Application of Prudential Insurance Company of America to amend the <br /> Land Use Element designation of the General Plan for an approximately 12.4 <br /> <br /> 13 - 8-4 -87 <br /> <br /> <br />
