271 <br /> Mr. Swift asked if it is Counci]'s intent that those smaller projects (6- <br />12 units) will now have to go before growth management process. Mayor Mercer <br />stated that if they are under the assumption they were under exemption, they <br />should be given an opportunity to begin construction by December 31, 1987, as <br />exempt projects, Or else they shall fall under the revised Growth Management <br />procedures. Council concurred. <br /> <br />RZ-87-5, Application of the City of Pleasanton to rezone the approximately 152 <br />acre TMI property located northeast of the intersection of Foothill Road and <br />Bernal Avenue from PUD IPlanned Unit Development)-Low Density Residential to <br />R-1-40,000 (Single-family Residential) District or to any other zoning dis- <br />trict consistent with the General Plan. The parcel is currently designated <br />"Specific Plan - Low Density Residential" on the General Plan and requires a <br />specific plan to be prepared prior to development plan approval <br /> <br />Consider Adoption of Neqative Declaration <br />(Contd. Open from 7-21-87/ <br /> Mr. Swift presented his report (SR 87:329) dated July 21, 1987, regarding <br />this matter. <br /> <br /> Mayor Mercer declared the continued public hearing Open on the application <br />and the negative declaration. <br /> <br /> Mr. Don Routh, Land Planner for TMI, stated he concurred with Planning <br />Commission and staff recommendations. <br /> <br /> No one in the audience spoke in opposition to the item. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing <br />closed. <br /> <br /> Councilmember Brandes stated the Specific Plan has the ability to address <br />the concerns regarding this property so this application is not appropriate. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Wil- <br />son, that RZ-87-5, application of the City of Pleasanton to rezone the ap- <br />proximately 152 acre TMI property located northeast of the intersection of <br />Foothill Road and Bernal Avenue from PUD (Planned Unit Development)-Low Densi- <br />ty Residential to R-1-40,O00 (Single-family Residential District, and accom- <br />panying Negative Declaration, be withdrawn from the agenda. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />RZ-87-6, Application of the City of Pleasanton to amend. the Growth Management <br />Ordinance to eliminate extension of Growth Management approval beyond one <br />year, revise procedures for exempt projects, modify the definition of exempt <br />projects, or any other amendment consident with the goals and policies of the <br />General Plan <br /> <br />Consider Adoption of Negative Declaration <br /> (Contd.
