269 <br /> Councilmember Wilson stated the residential long term agreements should be <br />grandfathered in. <br /> <br /> Councilmember Mohr stated that senior housin9, whether it is low income or <br />not, is physically designed for senior citizens and to fit senior housing <br />needs; she felt these should not be included in the benchmarks. <br /> <br /> Councilmember Butler stated he felt the use of benchmarks is the wrong <br />mechanism to control growth because is does not allow the Council to look at <br />projects on their individual merits. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Wil- <br />son, to amend the Land Use Element by adopting Resolution No. 87-352, and to <br />modify the Growth Management Program to accomplish the following: (1) set an- <br />annual allocation of between 0-1000 units; (2) exempt projects of 5 units or <br />less, which shall not count toward the annual limit but shall count towardthe <br />next year's annual limit and the benchmark; (3) set a population benchmark of <br />62,000 population for January 1, 1996, assuming a 4% vacancy rate, and apply- <br />ing solely to property within the present city limits (any develop- ment of <br />annexed land will not count toward the benchmark); (4) "grandfather"all exist- <br />ing. projects with Growth Management Program approval; (5) change the Growth <br />Management procedures to allow review and selection of all non-exempt projects <br />by the Council at the same time; and (6) make no change to the San Francisco <br />Water Department property general plan; with staff directed to make the neces- <br />sary changes to the General Plan and to prepare revisions to the Growth Man- <br />agement ordinance for Council introduction and adoption. <br /> <br /> It was moved by Councilmember Mohr, and seconded by Councilmember Butler, <br />to amend the motion to allow exemption limit up to 12 units. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler and Mohr <br />NOES: Councilmembers Brandes, Wilson, and Mayor Mercer <br />ABSENT: None <br /> <br /> Mayor Mercer stated the City needs to get better control of growth. He <br />stated he agreed to the 64,500 holding capacity in order to avert a <br />costlyreferendum election. He stated that every unit can be controlled by <br />Council. He felt Alternative 2 is the best alternative to control growth. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Mohr, <br />that the above motion be amended to add a grandfather clause to cover the <br />Trammell Crow and the Northern Group projects. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler and Mohr <br />NOES: Councilmembers Brandes, Wilson, and Mayor Mercer <br />ABSENT: None <br /> <br />The roll call vote on the first motion (Resolution No. 87-352) was as follows: <br />AYES: Councilmembers Brandes, Wilson, and Mayor Mercer <br />NOES: Councilmembers Butler and Mohr <br />ABSENT: None <br /> <br /> Mr. Swift asked if the remaining 22 units under the 1987 "smaller pro-ject <br /> allocation" would remain available.
