The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mohr, Wilson, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Butler <br /> <br />Request for Annexation of Approximately 3.2 Acres Located at 909 East Mockin9- <br />bird Lane (Philis) <br /> Mr. Elliott presented his report (SR 87:286) dated July 1, 1987, regarding <br />this matter. <br /> <br /> Mr. Walker stated that a Pre-annexation Agreement might be preferable and <br />the applicant concurs with that arrangement. <br /> <br /> Councilmember Wilson stated he would like to see the sewer line extended <br />further so that other property owners in the area could hook up to sewer ser- <br />vice. He felt this was important in order not to pollute the ground water. <br /> <br /> Mr. Robert Philis, applicant, stated that his septic tank has failed and <br />he must take corrective action. He stated his water is not fit for human <br />consumption. <br /> <br /> Council discussion ensued regarding annexation of the entire area, pos- <br />sible extension of sewer services, and other means to provide services. <br /> <br /> It was moved by Councilmember Mohr, and seconded by Councilmember Wilson, <br />that Resolution No. 87-297, to allow sewer services at 909 East Mockingbird <br />Lane; subject to Mr. Robert Philis entering into a Pre-annexation Agreement <br />with the City; and authorizing execution of the agreement by the appropriate <br />city officials, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mohr, and Wilson <br />NOES: Mayor Mercer <br />ABSENT: Councilmember Butler <br /> <br />Approval of Plans and Specifications for Sycamore Reservoir and Authorization <br />to Advertise for Bids <br /> Mr. Elliott presented his report (SR 87:290) dated July 7, 1987, regarding <br />this matter. <br /> <br /> It was moved by Councilmember Wilson, and seconded by Councilmember Bran- <br />des, that Resolution No. 87-298, approving plans and specifications for the <br />construction of the Sycamore Reservoir, the transmission pipeline, the over- <br />flow line, and the access road associated with this facility; and directing <br />staff to begin advertisement for the bids on the Sycamore Reservoir project, <br />be adopted. <br />The roll call vote was as follows: <br />AYES: Couincilmembers Brandes, Mohr, Wilson, and Mayor Mercer <br />NOES: None <br />ABSENT: Councitmember Butler <br /> <br />Review of Pleasanton Senior Center Program of Building Requirements <br /> Mayor Mercer advised this item was considered after item 5f on the agenda. <br /> <br />Approval of Memorandum of Understanding Agrement with Pleasanton City Em- <br />ployees Association <br /> <br />239 <br /> <br />- 16 - 7-7-87 <br /> <br /> <br />
