She urged denial of the
annexation until after consideration of the special Ridgelands study and until
the Williamson Act Contract is terminated.

Mr. Brad Hirst, representing Panganiban, stated this is an orderly logical
expansion of the City boundary. He stated the developer plans to construct 16
luxury estate lots. He added the developer wants to be a part of the City.

Councilmember Brandes expressed concern regarding the house already under
construction; does it meet City code. Mr. Hirst assured him that it does meet
City requirements.

Mr. Swift advised that the Specific Study for the Ridgelands is not yet
underway, and this particular property is not within that study.

It was moved by Councilmember Brandes, and seconded by Councilmember Wil-
son, directing staff to prepare a formal resolution for Council consideration
requesting the annexation and an application to LAFCO; directing staff to
notify the adjacent property owners of the meeting at which Council will be
considering this annexation request; and directing staff to notify the appli-
cant that he is required to prepare all the necessary documents and pay all
the required fees.

237

15 - 7-7-87
