129 plan approval for a 212-unit apartment complex, to be located on an approxi- mately 7.6 acre site located in the area bounded by Owens Drive, West Las Positas Boulevard, the abandoned Southern Pacific Transportation Company rail- road right-of-way, and Tassajara Creek, subject to conditions contained in Planning Commission Resolution PC-87-30, with the additional conditions as set forth in Staff Report 87:174, and with the following added conditions relative to West Las Positas Boulevard at Santa Rita: (1) remove or prune up the two existing Flowering Plum Trees located westerly to the crosswalk and at the easterly end of the soundwall; (2) remove the seven small shrubs located between the crosswalk and the easterly end of the soundwall and an additional four shrubs located in front of the most easterly soundwall panel; (3) remove the most easterly section of the soundwall located behind the curb (approxi- mately 12 feet) and reinstall the panel at the back of sidewalk in line with the existing wall at the back of walk; and (4) the yield sign on West Las Positas Boulevard near Santa Rita Road should be reinstailed on a taller pole, be introduced. Zoning for the property is PUD (Planned Unit Development)-High Density Residential District Consider Adoption of Negative Declaration (Continued Open from April 21, 1987} Mr. Swift presented his report (SR 87:163), dated April 21, 1987, regard- ing this matter, and a memorandum from the Director of Public Works regarding West Las Positas Boulevard at Santa Rita Road. Mayor Mercer declared the public hearing open on the application and the negative declaration. Mr. Dale Moffett, representing the Northern Group, stated his group has been working over a year on the plans for this moderate income housing project proposed for North Pleasanton. He stated he has reviewed the staff report and is in total agreement with it, as well as the conditions submitted by the Di- rector of Public Works related to West Las Positas Boulevard at Santa Rita Road. Mr. Charles Delk, Architect, described the project, stating it has been divided into small cluster group building with covered parking and 50% land- scaped open space. He reviewed the recreational area, pool, spas, and chil- dren's tot lot. He presented a cluster model, showing exterior materials to be used. No one in the audience spoke in opposition to the application or to the negative declaration.
