131 <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Wil- <br /> son, that Resolution No. 87-223, determining on the basis of a review of ini- <br /> tial environmental study done for this project, that no significant environ- <br /> mental impact would occur as outlined in the City's guidelines and that a <br /> negative declaration is appropriate in connection with PUD-81-30-39D, applica- <br /> tion of the Northern Group for development plan approval for a 354-unit apart- <br /> ment complex, to be located on an approximately 14.7 acre site, located at the <br /> southeast corner of the intersection of Stoneridge Drive and West Las Positas <br /> Boulevard, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br /> ' NOES: None <br /> ABSENT: None <br /> <br /> Councilmember Brandes reiterated that this approval has nothing to do with <br /> the low income housing exemption, which will be considered on June 2nd. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Mohr, <br /> that Ordinance No. 1315, to be read by title only and waiving further reading <br /> thereof, after making the finding that the development is consistent with the <br /> General Plan and purposes of the PUD Ordinances, approve PUD-81-30-39D, ap- <br /> plication of the Northern Group for development plan approval for a 354-unit <br />CO apartment complex, to be located on an approximately 14.7 acre site, located <br />~' at the southeast corner of the intersection of Stoneridge Drive and West Las <br />~_~ Positas Boulevard, subject to all conditions contained in Planning Commission <br />~ Resolution No. 87-41, and subject to the following added conditions relative <br /> to West Las Positas Boulevard at Santa Rita Road: (1) remove or prune up the <br />[] two existing Flowering Plum Trees located westerly to the crosswalk and at the <br />~ easterly end of the soundwall; (2) remove the seven small shrubs located <br /> between the crosswalk and the easterly end of the soundwall and an additional <br /> four shrubs located in front of the most easterly soundwall panel; (3) remove <br /> the most easterly section of the soundwall located behind the curb (approxi- <br /> mately 12 feet) and reinstall the panel at the back of sidewalk in line with <br /> the existing wall at the back of walk; and (4) the yield sign on West Las <br /> Positas Boulevard near Santa Rita Road should be reinstailed on a taller pole, <br /> be introduced. <br />' The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br /> NOES: None <br /> ABSENT: None <br /> <br /> AP-87-10, Appeal by the City Council of a decision of the Planning Commission <br /> approving the application of Larry Evans and the Game Station for a condition- <br /> al use permit to operate a game arcade, to be located at 4301 Valley Avenue. <br /> Zoning for the property is PUD (Planned Unit Development)-Commercial District <br /> Mr. Swift presented his report (SR 87:219) dated May 19, 1987, regarding <br /> this matter. <br /> <br /> Mayor Mercer declared the public hearing open on this item. <br /> <br /> Mr. Larry Evans, Manager of the Game Station, stated there seems to be a <br /> lot of confusion regarding control in the Valley Plaza area. He stated there <br /> are nine different owners, and he felt they each have a responsibility regard- <br /> ing the problems associated with this area.
